Information from the Callaway County Public Library Morris Frederick Bell General M. Fred Bell had a distinguished career as an architect and businessman. He served as adjutant general of the state of Missouri from 1897 to 1901 during the Spanish-American War. He left his mark on Fulton and Callaway County as the architect of Missouri School for the Deaf, Fulton State Hospital, Callaway County Public Library, First Christian Church, Pratt's Theatre, buildings at Westminster and William Woods, plus many homes. General Bell was born near Hagerstown, Maryland, August 18, 1849, son of Frederick and Susan (Tritle) Bell. He was a descendant of Captain Peter Bell, an American officer in the Revolution. Bell grew up on a Maryland farm, was educated in public schools, and in 1869 was graduated from Duff Commercial College at Pittsburgh, where he had specialized in architecture. Bell came to Missouri in 1869, first locating in Mexico. He then spent a short time in Kansas, but returned to Missouri and established a home at Fulton in 1871. On November 26, 1873, he married Miss Marie Dreps. They had two daughters, Beulah and Kathryn. Beulah married George W. Berry, of Berkley, California. Kathryn married Fred T. Montgomery, of Fulton. They named their son Fred Bell Montgomery in honor of General Bell. In 1882, General Bell established a telephone exchange in Fulton. It was the fifth telephone exchange in the state of Missouri. The telephone at that time was still experimental. Only six years had passed since the first successful demonstration of the instrument had occurred at Philadelphia. Bell was manager of the Fulton telephone exchange from 1882 until 1929.

Suit Filed Against Spammers for Spamming Missouri Schools
According to this article , the Missouri Attorney General has filed a lawsuit against spammers who sent spam to Missouri school's superintendents. Apparently the "spam" in question threatened to "list" the superintendent as being gay if they didn't provide certain personal information about themselves. The article doesn't elaborate on exactly which "list" this would be. This is the first I've heard of a scam like this. I'm wondering if it better falls under the category of "phishing". One way or another - anyone who tries to pull this kind of extortion is clearly scum. It's unclear to what extent this scam was personally targeted - if it was just sent to the superintendents or if it was sent to thousands of people. Calling him "a man of great integrity, a man of great judgment and a man who knows the law," President George W. Bush announced his decision to nominate John Ashcroft to serve as Attorney General of the United States on December 22, 2000. Upon confirmation by the Senate, Ashcroft pledged to renew the war on drugs, reduce the incidence of gun violence and combat discrimination so no American feels outside the protection of the law. Ashcroft was born in Chicago, Illinois, on May 9, 1942. He was raised in Springfield, Missouri, where he attended public schools until enrolling at Yale University, where he graduated with honors in 1964. He received his J.D. from the University of Chicago in 1967. He began his career of public service in 1973 as Missouri Auditor and was later elected to two terms as the state's Attorney General. His ability to work with leaders of both political parties prompted his colleagues in the non-partisan National Association of Attorneys General to choose him as Chairman. Ashcroft was elected Governor of Missouri in 1984 and held that post until 1993. During his tenure, he balanced eight consecutive budgets and served as Chairman of the Education Commission of the States.

The general assembly recognizes that English is the most common language used in Missouri and recognizes that fluency in English is necessary for full integration into our common American culture. Section 2. 1. The adult basic education programs administered by the department of elementary and secondary education shall include the provision of English language services to non-native speakers who need assistance in learning English. 2. The local entity designated by the department of elementary and secondary education to offer adult basic education shall seek the assistance of local political subdivisions, community-based agencies and organizations, migrant worker groups, refugee resettlement programs, schools, churches and others in making non-native speakers aware of the availability of English language services. 3. English language services provided through the adult basic education programs of the department of elementary and secondary education may include family and home-based curriculum and programs designed to enhance the English fluency of all family members and may include programs whereby family members teach each other the English language. Section 3. 1. Subject to appropriation from general revenue, the department of elementary and secondary education shall provide grants to assist local public school districts, community-based organizations and nonprofit agencies, including resettlement programs, to provide instruction in the English language to individuals residing in the community or district who have language background other than English and who need assistance in learning English. Preference in grants shall be given to communities and districts demonstrating the most need.

Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 170, RSMo, is amended by adding thereto one new section, to be known as section 170.018, to read as follows: 170.018. 1. This section shall be known as, and may be cited as, the "Missouri Standard Science Act." 2. As used in this section, the following terms mean: (1) "Analogous naturalistic process", a verifiable process which is either a present-day naturally occurring process similar to a past naturalistic process or the human-directed duplication of a process similar to a past naturalistic process. The verifiable process uses similar natural materials, mechanisms, and conditions as the past naturalistic process and produces an equivalent end result; (2) "Biological evolution", a theory of the origin of life and its ascent by naturalistic means. The first simple life was developed from basic elements and simple molecules through the mechanisms of random combinations, naturally occurring molecular structures, other naturalistic means, and millions of years. From the first simple life, all subsequent species developed through the mechanisms of random variation, mutation, natural selection, adaptation, segregation, other naturalistic means, and millions of years. The theory is illustrated by the evolutionary phylogenic tree. Theory philosophically demands only naturalistic causes and denies the operation of any intelligence, supernatural event, God or theistic figure in the initial or subsequent development of life;
