The alternative financing program will be operated by KATCO, a non-profit organization, established and directed by persons with disabilities. KATCO currently manages a revolving loan program and operates a loan guarantee program through both a regional and a statewide credit union. This program will support the expansion of the scope and utility of the current assistive technology loan program The program will address issues related to the operation of the two loan programs. Specifically, public awareness efforts will be increased to assure that statewide coverage and supports will be in place to expand the capacity to make loans. Individual Development Accounts will be developed to enable individuals with disabilities to save money for assistive technology devices and services without declaring the money saved as an asset.

Governor Matt Blunt has proposed substantial cuts in Missouri ’s Medicaid program. Consideration of these proposals has begun in the legislature, and most of the proposals have now been approved by the Missouri Senate. According to estimates by the Missouri Department of Social Services, the Medicaid cuts the Governor has proposed would end health insurance coverage for about 125,000 Missourians, including:

They are also gathering the names, addresses, and phone numbers of those who have room and who would be willing to house families for an extended period of time. Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Missouri has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Missouri and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system. A Look at the Numbers: Kinship Care in Missouri The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*

In Missouri, programs dealing with these concerns are administered by the state Department of Social Services. The Department of Social Services is administrated by a director who is appointed by the Governor and approved by the state Senate. This department director, in turn, appoints the division directors. There are 8,524 budgeted employees in the department largely selected from registers...some employees, however are exempted by law. The total budget for the Department is $6.0 billion.

Court Order Halts Last-Minute State Action Cutting Thousands Off Medicaid
July 29, 2002 – Thousands of low income families will have their Medicaid coverage restored after a federal judge issued a temporary restraining order halting a state practice of failing to provide them with transitional Medicaid benefits. On Friday July 26, Judge Nanette K. Laughrey of the U.S. District Court for the Western District of Missouri ordered the State to restore the Medicaid coverage of approximately 20,000 working poor families. The Welfare Law Center and the National Health Law Program brought the class action on behalf of Missouri families struck by a devastating change in state Medicaid policy July 1. These struggling families, aided by low-wage employment but vulnerable to the smallest shifts in their safety net, suddenly found themselves forced to pay-out-of-pocket, from meager budgets, to cover their families’ medical costs, or do without desperately-needed medical services. Prior to July 1, Missouri’s income threshold for low income Medicaid eligibility was set at one hundred percent of the federal poverty level, which is $18,100 for a family of four in 2002. Effective July 1, Missouri lowered that income ceiling to 77% of the federal poverty level, or $13,937 for that same family of four.
