Now in its fourth year, the Missouri Family Literacy Initiative (MOFLI) is producing tangible results from the group's efforts to expand and strengthen family literacy in Missouri. Led by LIFT, the MOFLI Consortium is composed of leaders from a wide range of Missouri state agencies and organizations with the combined experience, expertise, and resources to fundamentally change the way state agencies work together on issues related to family literacy. The MOFLI partner agencies include: the Missouri Department of Elementary and Secondary Education (Division of Adult Education and Literacy and Division of School ImprovementEarly Childhood Education, Caring Communities, and Title I); the Missouri Department of Social Services Parents as Teachers National Center, Inc. Webster University Head Start State Collaboration Office ... University of Missouri Extension ; and others. MOFLI has made significant progress in strengthening and expanding family literacy in Missouri through these outcomes: Performance Indicators and Improved Evaluation Systems Results

The Center closes for holidays (and as posted in the center during Christmas), during inclement weather, and illness of the staff. We have an answering machine. If there is any question as to our being open please call first. If you get the machine you will know we are closed. If you should leave a message on the machine we will make every effort to respond. We cannot place long distance calls. We will also close when Columbia Public Schools close for bad weather. We are happy to make arrangements to train and or work with groups who cannot come during our regular hours or have special needs. Please call for arrangements to either the director or assistant director or to the librarians in the center and they will forward your request.

Program: Second Family Program Organization: Lutheran Social Services of Illinois (LSSI)
Chicago, Illinois he Second Family Program video ] created a new option hope for the children of HIV-affected families. LSSI was one of the first nonprofit organizations to address a profound problem: the number of children of HIV-infected parents who have been, or will be orphaned. Prior to the inception of the program in 1993, when placement with a relative was not possible, children became wards of the state child welfare system and siblings were separated. As a result of collaborative problem solving and a multi-sector partnership, LSSI created Second Family , which helps parents find loving, stable, and supportive families to care for the children after their death. Among the results documented when Second Family was selected for 1996 Drucker Award:
  • Over 50 HIV-infected parents have made plans for their children's futures, 30 sibling groups have been matched with prospective adoptive families, and 60 prospective second families have been trained and licensed.

Phone: Youngsters who participate in a national program for at-risk children receive greater access to critically important health and social services, improve learning skills that are crucial for their future school success, and strengthen their family ties, according to early findings of a study that was unveiled today by a federal agency and a private organization. The early findings were from a study of 2,908 children from 12 sites across the nation who participate in Starting Early, Starting Smart, which targets children from birth to age seven, who are susceptible to abuse, disruptive behavior or who have parents who lack skills to provide adequate care for their children due to substance abuse or mental health issues. These At-risk children are most vulnerable, mentally and physically. The four-year grant program and study are a collaborative effort of the federal Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Prevention (CSAP), the Center for Substance Abuse Treatment, the Center for Mental Health Services and Casey Family Programs. Casey Family Programs is a private foundation with services that include support for children from foster care to adoption.

MARTINEZ ANNOUNCES $593,937 IN GRANTS TO HELP MISSOURI FAMILIES Funding Aimed at Making Families Employable, Self-Sufficient
KANSAS CITY, KS - Housing and Urban Development Secretary Mel Martinez announced $593,937 in grants today to 12 housing authorities in Missouri that will be used for job training and placement for low-income citizens. "This funding will help hundreds of citizens in Missouri find employment and eventually become economically independent," said HUD Secretary Mel Martinez. "HUD is committed to revitalizing communities through job advocacy, training programs and economic development." A total of 771 housing authorities in all 50 states, the District of Columbia, Guam and Puerto Rico will receive $47,688,000 in HUD Family Self-Sufficiency (FSS) Program grants. The following housing authorities in Missouri will receive funding: Housing Authority of Kansas City Housing Authority of St. Louis County

The Charitable Trust The Charitable Trust is a program that provides small financial assistance grants to persons with disabilities who meet the Guidelines for disability and income. Applications for Assistance are accepted on a quarterly basis. Grants are provided for such things as medical or dental care not funded by other programs, equipment, personal goods and services or household items. Recent awards have included funds for:
  • Home repairs for the family of a child with a disability. A body sock for a child with hypersensitive skin. A bicycle for a man who needed transportation to work.
The need is great. Each quarter about 150 applications for assistance are received. Funds are available for approximately one-third of the applications.fs The Brain Injury Initiative The Brain Injury Initiative is a time limited giving program that will continue until funds are exhausted. Funds for the initiative are provided by a restricted account specifically designated for persons with disabilities resulting from brain injury. The Initiative is supported by the Brain Injury Association , which provided consultation on the development of the Guidelines and on the Application for Assistance . The first grants were awarded in September 2004. Applications are accepted quarterly and will continue until all funds in the account are distributed. The total amount available for grants is $60,000.

    One of our goals was to provide after school tutorial programs for at-risk youth in grades 1 st th in various communities throughout the Bootheel. The after school tutoring program components consisted of homework assistance, computer skills training, character education, and individualized tutoring. Over 200 students participated in the programs. October fest
    Health fair designed to educate youth on nutrition, fitness, and the dangers of alcohol, tobacco, and other drugs.
