The Family Law Section studies and considers all substantive laws of state and federal jurisdictions concerning the family, juveniles, divorce, maintenance, adoption and other related laws. Recommendations for changes in the common or statutory law are submitted to The Board of Governors of The Missouri Bar for their approval.

2004 has started off with a bang for Family Voices of Missouri with the creation of Family Victory, a bi-monthly newsletter along with the FV-MO listserv at yahoogroups. In addition to keeping our families and partners apprised of FV Missouri events, a new website is in the works. So keep your mouse ready! Chief priorities for FV-MO in the coming year are children and adolescent mental health; family support and education; Medical Home initiatives; access to oral health care; early childhood concerns and the Family Opportunity Act. Family Voices of Missouri is proud to partner with the Missouri Department of Health and Senior Services in their ECCS two year planning grant. Under this grant, members are reviewing current statewide programs and services to ensure Missouri’s kids, age birth to five, are prepared for kindergarten entry. Over 100 different community and state organizations have come to the table to share their talent and declare their commitment for ensuring Missouri kids are geared up to head down the educational pathway. In addition, FV-MO is continuing efforts to prevent Shaken/Impact Baby Syndrome by collaborating with Springfield’s Children’s Miracle Network Shaken Baby Education program along with state policymakers. As always, we continue to monitor national and state policies which concern our children and their families through active relationships with advocacy networks.

FAMILY OF THE MONTH PROGRAM The purpose of the Family of the Month program is to recognize the outstanding families of your Council who have been active in the Church, Community, and Council activities of the local council plus other involvement in the local community. The family husband, wife and children should exemplify an involved, active, religious Catholic family. How do you select an outstanding family? Councils have expressed concern about singling out a specific family for this award. While each Council has numerous outstanding families, there is plenty of opportunity to recognize each of these families when participating in the program over a period of years.

Family Literacy Since the early 1990s, LIFT has pioneered efforts to promote family literacy in Missouri. Family literacy programs bring together low-literate adults and their young children for a family-focused educational experience. Parents learn parenting, life, and work readiness skills while their children build a solid foundation for entering kindergarten ready to read. Professional Development LIFT's professional development activities for literacy providers promote continuous improvement by crafting training sessions linked with ongoing technical assistance, in conjunction with continuous evaluation. LIFT identifies and fulfills training needs not otherwise provided in Missouri. Web-Based Resources LIFT's web site allows access to on-line literacy resources, a searchable directory of literacy programs and providers, on-line discussion groups, links to state and national literacy organizations, and LIFT eNews , a free electronic newsletter. LIFT also provides funding and support for an on-line newspaper with current stories, backed with easy-to-use lesson plans. It is an interactive tool that parents, tutors, and teachers can use to help students become better readers.

    Guest Op-Ed Column: Missouri Family Needs Your Help!, by Kim Schepers Kim Schepers is a member of the Gonzalez Group, a group of community members in Jefferson City, Missouri, who have come together to support and lobby on behalf of the Gonzalez family. Jefferson City, Missouri is a quiet little town in the heart of the country. It’s a place where kids still address adults as “Mr.” and “Mrs.”, where neighbors look out for one another and where strangers wave as they pass on the street. Despite these small town qualities – or maybe because of them- our community finds itself in the center of a national political fight to keep an immigrant family being deported. I never aspired to be a political activist any more than Marvin, Marina and Marie Gonzalez aspired to become undocumented immigrants. Marvin and Marina Gonzalez are parents from Costa Rica who came to the United States looking for a better life for their daughter Marie. I’m a stay-home mom with four sons under the age of seven, mounds of laundry, a few gray hairs and a nice life in Jefferson City. Our lives have become intertwined because Marina teaches my 6 and 7 year olds Spanish at Immaculate Conception Grade School. Recently, I, along with the parents of over 500 other school children, had to explain to our children why their Spanish teacher (one of their favorite teachers) has to leave the country on July 5. “Why do Mrs. Gonzalez and her family have to go back to Costa Rica?” “Why can’t President Bush change the laws so they can stay?” my sons asked. “Mommy, it’s JUST NOT FAIR!” they said through tears as I struggled to explain a broken immigration system to them.

The mill is a National Historic Landmark and is the only 19th-century textile mill in the country with its original machinery intact.     ESL Family Literacy is an administrative initiative of the Division of School Improvement and the Division of Vocational and Adult Education of the state Department of Elementary and Secondary Education. The initiative began in 2000 to fund four model family literacy programs. These programs are based on the Even Start model, but with a focus on serving families in need of ESL instruction. Currently the four sites serve Bosnian, Russian and Spanish speaking families. Funding comes directly from the Department of Elementary and Secondary Education's budget.     House Bill 1711
    , signed into law by Gov. Bob Holden on June 26, 2002, integrates family literacy into the state's public education system as a strategy to meet the educational needs of adults with low literacy skills and their children. HB 1711 encourages school districts, especially those that are low performing or unaccredited, to establish family literacy programs to serve families with children of all ages. It permits schools to use their general funds to fund family literacy programs. In addition, the bill defines family literacy in terms consistent with the federal, four-component definition. Family literacy personnel are included in a funding set aside for professional development. Beginning in Fiscal Year 2005, 1.5 percent, approximately $5.3 million, of the at-risk portion of the school funding formula will be used to fund family literacy programs in schools.     Adoption Subsidy Program
    Program Description
    The basic goal of the Missouri Adoption Subsidy Program is to encourage the adoption of children with "special needs." More specifically, this program is intended to assist families that could not otherwise afford, through their own income and resources, to meet the cost of adopting a "special needs" child. Subsidy payments are made to meet the needs of the adopted child. Thus, while the resources and circumstances of the adoptive parents are considered in determining the services needed and the amount of the subsidy, no family is determined to be ineligible simply because of their income or resources. Adoption subsidy payments are available for an eligible child who is under the age of 18 at the time of the child's placement for adoption. Such paments may continue until the child is 18 or, in special situations, until the child is 21. In addition, if a child is placed in another state, or if a child moves from Missouri with his adopted family, the subsidy payments may continue.

Weinbeck and his wife moved from the East Coast to a small, south-central Missouri town on the promise of a job, which came true, but quickly dissolved. Capitalizing on his personal computer experience, Weinbeck spent the next several years designing and writing custom software, which included a program for a local politician's fundraising efforts. That program evolved into FundRaiser Professional, the flagship of the current business. In the two decades since its birth, FundRaiser has added two "sibling" programs, FundRaiser Select and the baby of the family, FundRaiser Basic. In 1993, the entire focus of the company became improving, marketing and supporting the FundRaiser programs.

    The program serves the Carondelet area with instruction in basic literacy, preparation for the Missouri GED certificate and lessons for immigrants in English as a Second Language.     The College For Living empowers people with developmental disabilities to live as full and productive members of society.     International Institute
    Specialized instruction in English for Speakers of Other Languages is provided to more than 3,000 annually. Classes also provide literacy, general education, basic computer training, prevocational, citizenship, GED and TOEFL preparation.
