HEALTH EDUCATION AND PHYSICAL EDUCATION Rationale for Health Education and Physical Education
Research is clear. The healthy, physically active child is more likely to be academically motivated, alert and successful in school and more likely to establish habits of behavior that will foster good health throughout life thereby enhancing the quality of life. More than twenty-five major reports published recently give a consistent and clear message: children and youth who are physically, emotionally and socially well are better able to benefit from learning experiences provided in school. Health behaviors, the most important predictors of current and future health status, are influenced by a variety of factors that include awareness and knowledge of health issues, skills necessary to develop healthy behaviors, and opportunities to practice the behaviors. A major threat to economic competitiveness in our state and in the nation is the health status of the work force. Alcohol, tobacco and other drug use; low levels of physical fitness; poor nutrition; accidental injuries; and non-job related stress contribute to lowered health status. Poor worker health status results in loss of work time and increased medical care and insurance costs to treat preventable disease as well as inhibiting the quality of life.

Grant Awards Focus on Addressing Differences in Care Minorities, disabled persons will receive improved care because of health projects
St. Louis, Mo., Dec 2
9 - The Hispanic population, which has increased 284% in the last ten years in the southwest region of Missouri, is the focus of a grant from the Missouri Foundation for Health (MFH) to Southwest Missouri State University. Utilizing this $305,013 grant and working with local Hispanic advocacy groups, the university will educate health profession students about the Hispanic culture, build skills in cultural competency and teach medical Spanish skills to existing rural health care professionals.
An increased need for services will also be met for disabled persons in Rolla, Mo. and the surrounding areas. Tri-County Center for Independent Living; an organization that provides free assistance in obtaining life-sustaining medications, health services and life skills, received a grant for $113,780. Tri-County helps individuals get temporary medications while more permanent resources are located. Individuals in the program are required to take classes to obtain skills to help them in obtaining long-term health coverage, improve budget preparation and to ultimately remain independent.

[TOP OF PAGE] IMMUNIZATIONS Infants, children and adult immunizations, Flu shots available seasonally. Our regular shot clinics are usually on the 2nd Thursday of the month, 8:00 am to 11:00 am and 1:00 pm to 4:00 pm, bring a shot record. We will immunize children that are unable to make the shot clinic on a walk in basis on Mondays, Wednesdays and Thursdays. Some adult vaccines may require special ordering.

The Rural Health Clinic provides well and sick care by appointment, including childhood immunizations and physical exams for children 2 weeks to 18 years, and adult women. Minor illnesses can be seen at the Clinic, but NO emergency care is given (i.e. broken bones, stitches, etc.). Medicare and Medicaid are accepted. Nutrition and WIC
Registered dietitians provide individual counseling sessions where patients learn to manage specific medical conditions through proper nutrition. Dietitians counsel patients on the aspects of nutrition as it relates to diabetes, high blood pressure, weight management, heart disease, high cholesterol, and food/medication interactions.
The WIC (Women, Infants, and Children) program is provided through the nutrition staff. WIC is a special supplemental nutrition program for pregnant, post-partum, and breastfeeding women, and children up to five years of age. Participants receive individualized nutrition assessments and education about proper nutrition during critical stages of growth and development. Participants also receive free nutritious foods such as milk, eggs, cheese, peanut butter, beans, cereal and iron-fortified baby formula. A board certified lactation consultant is on staff to assist breastfeeding moms.

These activities summarized here are a combination of ADA and ADAF initiatives and focus on achieving a balance between nutrition and physical activity as a key concept. Funding has been provided for the first phase from the Ann Hertzler Fund. The planning group had three teleconferences and a meeting to begin identifying concepts for the tool. A summary of their discussion was published in the May 2002 Journal of the American Dietetic Association . An application for federal funding (MCHB) of the questionnaire developmental portion was re-submitted in April 2004. ADAF, in partnership with Knowledge Networks, conducted a study to identify behaviors and attitudes that contribute to unhealthy weights in children.   • Economic Impact Studies
    According to a study published in the January 21 issue of Obesity Research, providing medical treatment to obese Americans cost $75 billion in 2003. The study, State-Level Estimates of Annual Medical Expenditures Attributable to Obesity , was sponsored by the Centers for Disease Control to estimate the state-by-state costs of obesity, separate from costs incurred from those related to overweight, which cumatively amounts to $93 billion. Several state legislators have been confronted with concrete numbers of how much obesity has affected their states in terms of health care costs, from $87 million in Wyoming to $7.7 billion in California. These numbers may be used by lawmakers to justify obesity related legislation touching on snack taxes, physical education standards and vending machine restrictions.

Faculty Cline Nutrition and Coke Machines in Schools By Jennifer Winterrose The New York Times reports the Coca-Cola Company publicly vowed to roll back all of its marketing efforts to children under 12: no television ads; no free coupons; and no giveaways like book covers emblazoned with the company's logo. But Coke has not disappeared from the lives of schoolchildren. In June, consumer groups and some parents were dismayed when Coca-Cola Enterprises, Coke's largest bottler, became an official sponsor of the National PTA . What was not widely known at the time was that the PTA had also given John H. Downs Jr., the bottler's senior vice president for public affairs and its chief lobbyist, a seat on its board. One of Coke's chief challenges is determining how to sell and promote its products and remain in the good graces of parents. Like many food companies, Coke and its bottlers are struggling to change the public's perception — and to maintain their business — in the face of growing concern about health and nutrition. Coke and Pepsi have been heavily criticized for selling to children and for locking school districts into contracts for exclusive rights to have soda vending machines on school grounds. Some school districts have banned soda sales on campus.

General Information
The City of St. Louis' Department of Human Services is that unit of city government mandated by the City Charter to administer social welfare programs. The Department presently coordinates programming and funding for the Office on the Disabled, Homeless Services, St. Louis Area Agency on Aging, Veterans Affairs, and Youth and Family Services. As a unit of City government, funding sources are City General Revenue, as well as state and federal revenue. The overall Departmental activities are guided by the City Charter, the Mayor, and the Board of Aldermen. The Department of Human services provides only Information and Referral as a direct service to the citizens of the City of St. Louis. Other services are provided via subcontracts and partnerships with public and private entities. Thus, the Department has a long and rich history of fiscal management, contract negotiations, payment by reimbursement, contract monitoring, and data collection for evaluation purposes. Fiscal Services . The Fiscal Unit of the Department coordinates the overall budget; including, but not limited to receipt of funds, payment of vouchers, coordinating fiscal issues for the Board of Estimate and Apportionment, and establishing the Department's Chart of Accounts.

Child Care Law
The responsibility for the licensing and inspection of child care facilities was delegated by statute in 1955. The statutes make it unlawful for any person to establish or operate a child care facility caring for more than four unrelated children without being licensed.
