These benefits are often the only source of household income and their loss or reduction can have a devastating impact on the life of a client. LAWMo provides representation in administrative hearings, and in court, if necessary, when benefits have been denied, terminated or reduced. These cases include Medicaid, Aid to Families with Dependent Children (AFDC) (now TANF), SSI, Social Security, Aid to the Blind, and veteran's benefits. Through this work, LAWMo helps clients obtain the payments and services they are entitled to under law. For many families, these benefits mean the difference between maintaining a minimal level of food and shelter or suffering homelessness and despair. On the development side, activities such as new housing construction (both single family and multi-family), and housing rehabilitation are supported. On the individual financing side programs exist to offer assistance toward down payment and closing costs. Like many community development initiatives, a variety of entities exist that impact the housing market. Each may work in a niche area to serve a particular customer base. There are both private developers and non-profit developers. City governments and non-profit organizations often enter the market to support a housing gap that exists within their community. Primarily, the issue of homeownership and housing development for the Division of Community Development rests in focusing on assisting low and moderate-income persons. Jan Breidenbach, Executive Director SCANPH, Los Angeles, CA Since 1991, Jan Breidenbach has been executive director of the Southern California Association of Non-Profit Housing (SCANPH), a Los Angles-based, 550+-membership association dedicated to the production and preservation of affordable housing for low-income people. Virtually every nonprofit developer in Southern California is a member, along with for-profit developers, lenders, local governments, social service agencies, and ancillary businesses. Jan has been successful in moving affordable housing into a more visible and proactive position on the public agenda. Jan's greatest achievement may be the creation and success of Housing LA. Conceived in 1998 to address the problem of maintaining even minimal levels of city housing funding, Housing LA was a citywide campaign for a $100 million annual housing trust fund. One civic leader called it "the largest coalition of unlikely allies" the city has ever seen, but with Jan's strategy and determination, the campaign was a success. She convinced the entire elected leadership of the city to support the Housing LA fund, which had a self-imposed deadline of December 2001 to achieve the goal. Even though it experienced no organized opposition, the campaign was tested after September 11th when the Los Angeles economy went into a tailspin. The effort held steady, however, and the successfully funded LA Housing Trust Fund was announced just two weeks after deadline.

Revised November 5, 1998 Housing and Welfare Reform: Some Background Information by Barbara Sard and Jennifer Daskal Although the welfare and housing assistance systems are designed and administered separately from each other, their beneficiaries overlap to a substantial degree. This intersection presents opportunities and challenges for welfare recipients, housing and welfare advocates, and administrators of both welfare and housing programs. It also presents potential risks for the housing programs, especially in the wake of welfare reform. Housing Assistance for Low-Income Families The U.S. Department of Housing and Urban Development (HUD) operates three major federally-funded programs that provide housing assistance to low-income families: public housing, Section 8 certificates and vouchers, and Section 8 project-based programs. Some states also run small programs providing housing assistance. Since housing assistance is not an entitlement, there are many more eligible families than there are families provided assistance, and waiting lists for housing assistance are very long in many areas. Census data indicate that there are 5.3 million unassisted families with "worst case housing needs"; these are families that live in substandard housing or pay over half their income in rent. Housing assistance can become available to families due to turnover or through federal funding of additional subsidies. From 1995 until the recently enacted HUD appropriations act for fiscal year 1999, there was no net increase in the supply of federally subsidized housing for low income families. In fact, as some public housing units were demolished and as some Section 8 contracts expired and were not renewed, the number of households receiving federal housing subsidies declined in the last few years for the first time in the history of these programs. For fiscal year 1999, Congress has appropriated funds for 50,000 additional housing vouchers targeted on families making the transition from welfare to work.
