The Authority receives funding through the US Department of Housing and Urban Development (HUD) The following programs are under the umbrella of section 8 housing assistance programs. FINANCE PROGRAMS Industrial Revenue Bonds Program Description: Industrial Revenue Bonds ("IRBs") provide low interest tax exempt financing for qualified projects. IRB funding can cover 100% of project cost and IRB's are generally repaid over a 20 to 30 year period. Interest rates are below market because bond purchasers are not subject to Federal or State taxes. Effective interest rates to borrowers are generally 75% to 90% of prime rate for fixed rate and even lower for floating rate bonds. Eligibility Requirements: Eligible businesses for tax exempt financing include manufacturers, nonprofit corporations, multifamily housing projects and some pollution control projects. Because of the high fixed cost for bond issued projects, they must be greater than $1 million to be cost effective. IRB's of up to $10 million dollars are possible for private activity projects. Eligible projects must secure an opinion of bond counsel indicating the eligibility of the project and a letter of credit from a bank in an amount equal to the financing amount. The letter of credit is the primary collateral securing the Bond purchasers. Projects also require approval of the State Economic Development Agency in the form of an allocation letter providing commitment from the State, to utilize limited State bonding authority for projects. There were not enough Commission members present to establish a quorum so they began meeting as a sub-committee. Co-Chair Reports: Ms. Dunham reported that the work groups have been meeting and the work of the Commission is moving forward. Special Projects Team Update: Lt. Governor requested the outcomes of the meeting on the universal application be sent to the co-chairs. At this time roll call was taken and a quorum was established.  PIV members present were: Lt. Lutheran Family and Children’s Services of Missouri has seven homes in its Genesis Housing Program. The purpose of Genesis is to provide low-income families with affordable and safe housing. Case management and other supportive services are provided to teach the families how to manage money, find and keep employment, secure child care and transportation, and become more economically self-sufficient. Genesis acquires its houses to be rehabilitated through either donations or purchases. Genesis relies heavily on volunteers from churches and organizations, such as the United Way of Greater St. Louis and local colleges and universities, to assist in the rehabilitation of its homes. If you are interested in volunteering, please contact Gary Buatte, director of community services, at 314-577-0180, ext. 17, or send him an e-mail at garyb@lfcs.org . No experience is necessary. Families interested in participating in the Genesis program must have income that is at, or below, 50 percent of the area median income. The family must consist of one parent and at least one child. A comprehensive screening and assessment is completed on each family. Genesis families develop a written service plan with specific goals and objectives, which are monitored closely by their caseworkers. Because the program is intended to be a transitional housing program, participants can stay up to two and one-half years. The goal of this program is for families to become self-sufficient members of their community and less dependent upon community resources to supplement their needs. But, there is another community benefit. Neighborhoods are being stabilized by properties that are rehabilitated and maintained.

Participants who meet income guidelines will receive a monthly food package that includes items such as canned meat, vegetables, fruits, fruit juices, potatoes, and hot and cold cereal. According to the USDA, these packages do not provide a complete diet but provide a good source of nutrients typically lacking in the diets of senior citizens. The Foodbank is now recruiting agencies to be distribution sites for CSFP food. Agencies such as senior housing complexes, senior meal sites and food pantries serving a high percentage of seniors are all in the target zone. According to Executive Director Frank Finnegan, "The most fulfilling aspect of this program is that it brings in additional food to Missouri. I’m always looking for ways to increase our distribution – but more importantly, this will increase the overall amount of food available in the community. Acquiring resources that already exist simply to put them under the Foodbank’s umbrella would be short-sighted. That’s why I’m so excited about this program. The community of social service agencies serving those most at risk – women, children, and the elderly, now have access to new food."

May/June 1997 Profiles Tenant Self-Sufficiency Programs in St. Louis "EHPC started back in 1979 over breakfast at Howard Johnson's," recalls Lynn Broeder, founder of the Ecumenical Housing Production Corporation in St. Louis. It brought together a group of experts, including architects, contractors, lawyers, and community leaders, to direct policy and provide practical expertise. "We had one thing in common: our concern about the shortage of safe, affordable housing for low-income families, especially in the county. We also had a strong desire to do something about it." EHPC's job training, self-sufficiency programs, counseling, and other programs are specifically tailored for each family's needs, according to EHPC executive director Christopher Krehmeyer. Krehmeyer says this individualized case management begins with the application process, during which each family is carefully interviewed. When tenants sign their leases, they get a Family Management Plan covering job training, educational opportunities, counseling, and community involvement. EHPC's property managers supervise each family. EHPC funds its housing and programs through a variety of means. The Low Income Housing Tax Credit (LIHTC) has been in the past, but like so many nonprofit housers, EHPC has become expert at building pyramids of creative financing, using HUD Rental Rehab, Moderate Rehab, and Section 8 tenant assistance programs. EHPC was also the first organization to partner with the St. Louis Equity Fund, which draws investors from area businesses and financial institutions, and it pioneered bond financing through the Missouri Housing Development Commission and the Department of Economic Development's tax credit program. EHPC owns 120 houses outright, and the St. Louis Equity Fund owns the rest.

2000 Annual Report Executive Summary City of East Prairie Enterprise Community Overview of the Impact of the 1994 East Prairie Enterprise Community on the Economy and Well-Being of Residents. The economic and physical well being for the 4,312 residents of East Prairie living in the East Prairie Enterprise Community for the year 2000 was both positively and negatively impacted. Residents now enjoy a 26 acre family recreation facility (Benchmark 5) complete which began with the implementation of the EZ/EC Initiative. Youth now have a year round after school and weekend program due to the Twenty First Century After School Program and the Positive Patterns for Kids, a community based weekend and summer latch key program (Benchmark 4). Over 100 community youth participate in these activities. The major marketing effort for economic development in the East Prairie Enterprise Community in 2000 was to become an approved Ameren UE InSite community. The goal of this program is to create a marketing tool for Ameren Services Communities that will raise economic development competitiveness by identifying ready-to-build sites. Completion of the program also offers qualifying communities professionally engineered building plans specification, drawings, and approximated cost etc. for a 60,000-sq.ft building expandable to 200,000 sq ft. This will assist in the promotion of the East Prairie Enterprise Community and attract new business development to the 54 acre Industrial Park that is owned by the city. It will promote the existing 60,000 sq. ft. building that is currently available, due to the closing of Jakel, Inc. (Benchmarks 12 and 14).

These programs provide subsidies which assist families with very low income to live in decent, safe and sanitary housing. A total of nearly 1300 households currently receive housing assistance through EMAA. The Housing Department also administers a housing rehabilitation program through a Housing Preservation Grant from the U.S. Department of Agriculture. These programs target owner-occupied housing that needs major repair. Also, home repair funded by the Missouri Housing Development Commission. EMAA's Weatherization Program, funded by the U.S. Department of Energy through the Missouri Department of Natural Resources, provides energy conservation measures for homes with high energy loss. Priority is given to homes occupied by the elderly and disabled persons and families with small children.
