CONSULTATION AND SERVICES TO NONPUBLIC SCHOOLS, MAY 10, 2004
Consultation As public school districts begin to prepare for the 2003-2004 school year, please keep in mind that timely and meaningful consultation with nonpublic schools is a requirement to receiving federal dollars. To ensure timely and meaningful consultation, an LEA must consult with appropriate private school officials prior to the LEA making any decisions that affect the opportunities of eligible private school children or teachers to participate in programs. In many programs, public schools are required to obtain and submit to DESE written affirmation forms signed by private school officials as part of

Timing of Services - Services for nonpublic schools must begin at the same time as public programs. Typically, expenditures should be allowed throughout the school year (July 1 through June 30). It is important that both public school and nonpublic school personnel have the opportunity to attend professional development activities throughout the summer months. This may mean that the public school should submit their Federal Programs Consolidated application by July 1 to ensure continuous
services. If nonpublic schools have not been given the opportunity to start their services in a timely manner, the LEA should provide additional time for nonpublic schools to spend their funds (allowance of carryover).

Draft Missouri Solid Waste Management Plan
The department’s Solid Waste Management Program is charged with a number of duties and responsibilities to help ensure that solid waste is managed in a way that protects both public health and the environment. Development of the Missouri Solid Waste Management Plan is one of these responsibilities and the draft presented below represents the culmination of a multi-year planning process. The public review and comment period for the draft plan ended April 4, 2005. Comments are currently under review for incorporation in the final plan. Solid waste is an issue affecting all Missourians. A comprehensive plan should include viewpoints from a broad range of stakeholders. To develop the draft plan, the department held a series of meetings with a large number of stakeholders, representing private citizens, business and industry, and state and local government. These individuals created the vision for managing solid waste for the next 25 years. Through their efforts, a number of objectives and strategies are proposed to help all Missourians manage waste as a resource and use disposal methods that are protective of human health and the environment.

Objectives:
  • Facilitate interactions between small, limited resource and minority farmers and USDA agencies. Promote opportunities for these farmers to participate in various programs sponsored by eligible USDA and other participating agencies. Provide target audiences with technical assistant on both conventional and alternative agriculture enterprises and practices for the purpose of increasing profits. Inform the collaborating families of value-added enterprises and specialty market opportunities, as well as resources and credit opportunities. Provide targeted audiences with training, especially in financial management and bookkeeping. Encourage and train families to use computers, risk management techniques and enterprises than enhance their income.
