Having joined TG in 1993, Neal Combs currently holds the position of general counsel. As such, Combs provides guidance for operations and the legal and policy teams within the Office of the President and corporate-wide. During his tenure with TG, Combs has contributed significantly to TG's participation in the negotiated rulemaking process and was instrumental in establishing a formal planning and accountability process for TG employees. Prior to joining TG, Combs practiced law in Washington, DC, with the firm of Webster Chamberlain and Bean before joining Fruehauf Corporation—a Detroit, Michigan, Fortune 150 company—as vice president and general counsel in 1975. He continued with Fruehauf, serving next as its executive vice president and chief financial officer, and finally as its chief executive officer until the sale of the operations of Fruehauf after a management buyout of the company. While at Fruehauf, he served as a member of the board of Fruehauf Finance Company, the captive finance arm of Fruehauf.

After-school health education incorporating gardening improves youth health behaviors
Janice Hermann, PhD, RD/LD, Stephany Parker, PhD, Barbara Brown, PhD, RD/LD and Youmasu Siewe, PhD The Oklahoma Delaware County New Communities Project incorporated a garden into its after-school youth health education program. The garden served as a unique method to actively involve youth in hands-on health education. The after-school gardening project resulted in significant improvements in youth health, nutrition and physical activity behaviors as well as serving as a novel method for attracting partners.

President's Letter

Dear WEAFCS Members:
Congratulations to all the WEAFCS Members who received awards at the Galaxy II Conference in Salt Lake City, Utah in September. Our state was well represented and further supports the professional work and dedication of our Wisconsin Colleagues.
The Galaxy II Conference was an outstanding professional development opportunity with the theme of Exceeding Expectations through Teamwork. The Galaxy Conference is held for all program areas and provided many a wide variety of workshops, speakers and key noters on a broad range of topics plus very program specific opportunities.
The Public Issues Education: Increasing Competence, Enabling Communities offered by colleagues from several states was educational and useful. I used parts of the presentation for my report to the Extension Education Committee in my own county in October. Our county committee members appreciated the information on this topic.
A keynote speaker, Cam Marston, spoke on "Four Generations in the Workplace Mixing Leadership, Ambition, Experience and Fun." Again a very enlightening speaker on a topic that is affecting us daily in the workplace. As family living colleagues some of us have heard about this topic in previous years but it was truly a worthwhile session.

KANSAS CITY, (SLFP.com), January 30, 2005 - Teachers and bus drivers in Kansas City area schools are trying something new to improve student behavior and promote bus safety: positive labels. The KC3 Positive Label Program has been working name-calling and distractions decrease by more than 50%, kindness and cooperation doubles.
Teachers and bus drivers report a significant increase in job satisfaction. School administrators and transportation directors benefit from a happier staff. Fewer distractions translate to more quality teaching time and safer buses.
"We are delighted to be the first school system in Missouri to pilot the KC3 Positive Label Program," said Kendra Johnson, Associate Superintendent North Kansas City Schools. "This program provides an opportunity for teachers, counselors, bus drivers, administrators and staff to participate in a structured program to increase positive interactions with students." The schools participating in the program are Winnwood, West Englewood, Gracemor, and Chouteau.
"Fewer name-calling distractions allow drivers to focus on driving, providing a safer ride for students," explained Shirley Patrick, Assistant Director of Transportation. Patrick continues, "The KC3 program brings positive continuity between bus and classroom, helping us move forward with a common goal."

Mr. Chairman and Members of the Committee, thank you for allowing me the opportunity to testify this morning.
Introduction:
For the past 34 years I have been actively working to improve the status of children in Metropolitan Kansas City. My name is Jim Caccamo and I am the director of the Mid America Regional Council’s Metropolitan Council on Early Learning.
For our young children and their families, the words of Rogers and Hammerstein’s song from the musical Oklahoma, couldn’t be truer, “everything’s up to date in Kansas City”. Over the past dozen years, our community has worked hard to improve early learning with the vision that every child will begin school ready to learn. Civic, business, and philanthropic leaders have formed partnerships with many agencies and organizations to promote the well being of our children.
Eight years ago, Kansas City began a campaign to help focus our community’s attention to the well being of our children. We asked every citizen to use what we called Kansas City’s #1 Question – Is it good for the children? – as a guide for making decisions at home, in schools, in the workplace, in places of worship, and in their neighborhoods.

Professor of Japanese Studies Dr. Bird's research activities have focused on issues relevant to managing in a global environment. He has worked on issues related to expatriates and the management of international assignments. He has an established record of research on Japanese business and management, focusing on the careers and behaviors of Japanese executives. His third research area is international strategic human resource management. He is also the author of a book (in Japanese) on Japanese boards of directors and has edited several volumes. He published with Roger Dunbar and Tom Mullen Bridging Cultures, a CD-ROM and workbook, for expatriates and their families. Director's Corner Director's Corner Another article in this newsletter, which compares the profitability of value added and farm expansion investments, uses FINPACK® (FINancial PACKage) financial management software to compare the business alternatives. FINPACK was developed by the University of Minnesota Center for Farm Financial Management and, through cooperative efforts with other institutions (including University of MO), has been adapted for use throughout the United States. University of Missouri extension agriculture business specialists, along with many of Missouri's high school adult agriculture instructors and others, utilize the professional version of FINPACK. A farmer version of the software is also available. FINPACK was originally designed for farm financial management and planning for commodity based farming operations, but also offers the potential of being a valuable tool for evaluating value added agriculture enterprise or investment opportunities. The software can be used to prepare a financial statement (balance sheet or net worth statement) and contains programs for determining net income, profitability analysis, long term business alternative planning and cash flow projections. FINPACK contains three separate programs designed to provide detailed and complete answers to three major financial questions: Where am I now? Where do I want to be? How do I get there? Using the software to prepare a financial statement and FINAN (FINancial ANalysis) for measuring profitability helps determine the current financial position and profitability of the business-answers: where am I? FINAN uses farm cost/return and other information (inventory, depreciation, etc.) to calculate business profitability and net income. The analysis can be extended to analyzing the profitability of individual enterprises-including value added enterprises.

Chafee Foster Care Independence Program
The Foster Care Independence Act of 1999 established the John H. Chafee Foster Care Independence Program. This program incorporates and expands the former Independent Living Program (ILP) and expands services for after care youth ages 18-21 who have exited care at age 18 or after, but have not reached age 21. The Children's Division is in the process of designing a Pre-ILP practical applications program for youth ages 14-15. Independent living services are provided to young people to assist them as they transition to adulthood. Independent living services are not an alternative to adoption. Enrollment in the independent living program shall occur concurrently with continued efforts to locate and achieve placements in adoptive families.
