    Missouri statutes authorize the Coordinating Board for Higher Education to develop and administer, through the MDHE, rules and regulations for the oversight of proprietary schools in the state. Rules and Regulations
    The most recent version of the rules and regulations for certification of proprietary schools became effective on April 30, 2001. The Proprietary School Certification Program produces a booklet titled Certification of Proprietary Schools to Operate in Missouri. In addition to the rules and regulations contained in the electronic version, the printed booklet includes a description of the certification process. Missouri Statutes
    The rules and regulations for the proprietary school certification program are based on the authority granted to the MDHE in sections 173.600 through 173.618 of the Revised Missouri Statutes. The standards and criteria contained in these statutory provisions provide the framework for the program requirements. Application Excerpts

    Proprietary School Certification Print Friendly
    Certain types of postsecondary education providers must be approved to operate by the MDHE. The MDHE's Proprietary School Certification Program is responsible for the oversight activities involved in this approval process. This page contains information and links of interest to individuals and institutions that want to offer postsecondary education in the state, for schools currently approved to operate, and for students and prospective students. The central focus of the Proprietary School Certification Program is consumer protection. This is accomplished through the establishment of standards for school operation and monitoring of those operations to ensure students are treated in a fair and equitable manner and receive education and training consistent with the published objectives of the instructional programs and the school. GETTING STARTED AS A SCHOOL IN MISSOURI Any school or training facility that is not specifically exempted from the law must be certified to operate to offer instruction, grant certificates or degrees, or recruit students in the state of Missouri. In order to comply with this requirement, schools must apply for exemption from or certification to operate under the proprietary school regulations. It is important to note that proprietary as contained in the program title is somewhat of a misnomer as profit-making status is not a primary factor in determining if a school is subject to the certification requirements.

    About the course
    This 20-hour course provides the participant with basic training for blasting in the crushed stone and construction industries. It is of invaluable use for individuals concerned with other aspects of blasting such as used by underground mines and utility companies. The course also acquaints the participants with federal and state purchase, transportation, and storage regulations. Experienced blasters and engineers may use the course both as a refresher and an update on recent new products, blasting techniques, and regulations, as well as to enhance their blasting knowledge and skills.

    Laws and regulations exist to protect consumers from a variety of seller and lender abuses. “There’s a sucker born every minute – and two to take him” according to P.T. Barnum. Laws and regulations cannot protect consumers from all abuses but exist to reduce or eliminate any unfair advantage that a seller or lender may enjoy. For example, there are many different ways to calculate the interest on a loan. It can be compounded yearly, monthly, daily, or continuously. Payments may be applied to the interest first, the principal first, or both the interest and principal. Because lenders have an unfair advantage in this respect, state and federal laws require them to disclose the annual percentage rate (A.P.R.) they are charging borrowers. (The APR is the effective interest rate and must be reported along with the advertised interest rate.) Other laws and regulations serve to protect consumers from sellers that withhold crucial information. Consumers have three days to cancel a contract they make with a door to door vendor, for example. Used car dealers and Realtors must disclose any information they have about the car or property being sold.

    Missouri School for the Blind and Missouri School for the Deaf State Plan Guidelines for Referral The Missouri School for the Blind and Missouri School for the Deaf are established by state law to serve those students referred to the State Board of Education by local school districts who may require such services to receive a free appropriate public education. The following procedural information is supplied to assist school districts in accessing services from the Missouri School for the Deaf and Missouri School for the Blind. A. Initial Referral Procedures In order to assure compliance with applicable state and federal laws and regulations governing identification, evaluation, IEP development and educational placement procedures for students who may be enrolled in either the Missouri School for the Deaf or Missouri School for the Blind program, the following procedures have been adopted by the State Board of Education. 1) All students identified as potentially in need of services for the State Board operated programs shall be enrolled in local school district programming pending the determination of such need. This includes students under consideration for referral and enrollment in the Missouri School for the Deaf or Missouri School for the Blind. 2) The local school district in which the student resides shall obtain comprehensive and appropriate evaluation information, current within three (3) years. More recent evaluations may be requested as may be determined necessary for individual students. The evaluation information must be compiled in accordance with Regulation III.3., Procedures for Evaluation and Determination of Eligibility and would include all pertinent medical, psychological and educational evaluations, measures of adaptive behavior and other such data as may be acceptable.

Minutes of instruction or the equivalent do not include introductory remarks, coffee or meal breaks or business meetings. 3. The number of credit hours of continuing legal education completed in any approved program, seminar, or activity by a lawyer shall be computed by determining the total minutes of instruction or the equivalent; dividing the total by fifty (50); and rounding the quotient up or down to the nearest one-tenth (1/10) of an hour. 4. An accredited sponsor is a sponsor all of whose programs, seminars, or activities are accredited.
