Missouri International Education Networks
Missouri is fortunate to have several groups of international educators around the state. These groups meet regularly, and provide an opportunity for international educators to share valuable information. Some are more, some less, formally organized. The groups currently meeting, and a brief description of each (with contact information) follows. Every one of these groups welcomes participation from Missouri (and nearby) educators. International Education Council (IEC) (formerly known as the International Education Council of the Higher Education Center HEC). Serves the "East coast" of Missouri, St. Louis and area schools including some more distant like SIU-Edwardsville and Principia College in Illinois, University of Missouri Rolla, and Southeast Missouri State University in Cape Girardeau. The IEC meets in St. Louis on the third Friday of most months of the school/academic year. Among the IEC's recent activities were responses to SEVIS regulations and international education training programs for those new to the field."

By mandate of the Missouri Constitution, the governance of the University of Missouri System rests with a Board of Curators, made up of nine persons appointed by the Governor and confirmed by the state Senate. 1980. 2002. Twenty-two years later, there are still concerns about what "adversely affects educational performance" really means. It means the same in 2002 as it did in 1980!
The 1977 Federal regulations related to PL 94-142, the Education for All Handicapped Children's Act of 1975, Section 121a.5(10) included the following definition for a child with a disability:  "Speech Impaired" means a communication disorder, such as stuttering, impaired articulation, a language impairment, or a voice impairment, that adversely affects a child's educational performance (Assistance to States for the Education of Handicapped Children, Implementation of, 1977).
