Changing the Face of Education in Missouri by Monica Beglau Using technology to create classroom learning experiences that engage young learners in new ways is at the heart of the eMINTS (enhancing Missouri's Instructional Networked Teaching Strategies) program. This program is changing the face of education across the state. The goal of the program is to support Missouri educators as they integrate multimedia technology into inquiry-based, student-centered, interdisciplinary, collaborative teaching practices that result in improved student performance, increased parent involvement and enriched instructional effecti vene ss. Beginnings http://emints.more.net/evaluation/reports/mints_report.html Based on early research findings about the improved student achievement found in the Mints classrooms, eMINTS was inaugurated in 88 third and fourth grade classrooms in 44 school districts across the state in fall 1999. The eMINTS Revolution Since 1999 eMINTS classrooms have been added across the state using a combination of local, state and federal funds. MOREnet (Missouri Research and Education Network) administers eMINTS under a contract from the Missouri Department of Elementary and Secondary Education (DESE). MOREnet provides Internet connectivity, access to Internet2, technical support, video conferencing services and training to Missouri's K-12 schools, colleges and universities, public libraries, health care, state government and other affiliates. Pre-filed December 19, 2003, and copies ordered printed. STEPHEN S. DAVIS, Chief Clerk AN ACT To amend chapter 170, RSMo, by adding thereto one new section relating to standard science instruction.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 170, RSMo, is amended by adding thereto one new section, to be known as section 170.018, to read as follows: 170.018. 1. This section shall be known as, and may be cited as, the "Missouri Standard Science Act." 2. As used in this section, the following terms mean: (1) "Analogous naturalistic process", a verifiable process which is either a present-day naturally occurring process similar to a past naturalistic process or the human-directed duplication of a process similar to a past naturalistic process. The verifiable process uses similar natural materials, mechanisms, and conditions as the past naturalistic process and produces an equivalent end result; (2) "Biological evolution", a theory of the origin of life and its ascent by naturalistic means. The first simple life was developed from basic elements and simple molecules through the mechanisms of random combinations, naturally occurring molecular structures, other naturalistic means, and millions of years. From the first simple life, all subsequent species developed through the mechanisms of random variation, mutation, natural selection, adaptation, segregation, other naturalistic means, and millions of years. The theory is illustrated by the evolutionary phylogenic tree. Theory philosophically demands only naturalistic causes and denies the operation of any intelligence, supernatural event, God or theistic figure in the initial or subsequent development of life;

August 1999 MISSOURI Abstract or Conceptual Framework for State Systemic Change
Systemic change will occur as a result of:
  • Developing linkages and connections across multiple promising reform practices. Establishing ownership and commitment to change by stakeholders by building and expanding on existing successful programs and models. Providing support for connecting the various reform efforts to require all participants to build on proven/promising practices to address common goals.
More specifically, systems change will occur through:
  • Increased numbers of teachers in critical areas of special education. Change in certification and training. Distance learning options in rural areas. Different approaches to mentoring to retain special education teachers. Improved methods of teaching reading and math for diverse learners. Development of models to reduce drop-out rate for students with disabilities. Internet and teleconference use to assist teachers in working with challenging students. State-wide training in the math and reading initiative.

Arthur J. Rolnick highlights importance of investment in Missouri's early childhood development Arthur J. Rolnick, senior vice president and director of research at the Federal Reserve Bank of Minneapolis, challenged St. Louis business leaders and the pubic to realize the importance of investing in early childhood education; making the case that parent empowerment and high-quality preschool education leads to long-term success that rivals the traditional return on economic development. Rolnick was in St. Louis on May 13, 2005, at the Noonday Club in St. Louis. The event was sponsored by the Parents as Teachers National Center, the St. Louis-based international headquarters of the Parents as Teachers parent education program. Name That Missouri Company In 1866, the Civil War had just ended and in many senses it was time to build and rebuild. In this turbulent year, two newly arrived German immigrant brothers founded a sawmill and lumberyard in Muscatine, Iowa. In 1885 the son of one of these opened a branch of the company in St. Louis to serve as a distribution center. Seven years later this operation became an independent business.
