National Weather Association (NWA) SOL HIRSCH EDUCATION FUND GRANTS
Five or more $500 grants are available annually from the NWA for teachers in grades K-12 to improve the education of their students in Meteorology. Applications are due by 1 August each year. The NWA Education Committee needs help from all members to spread the word to teachers in grades K-12 that $500 grants are available annually from the NWA to help improve the education of their students in meteorology. The teachers selected will be able to use the funds to take an accredited course in atmospheric sciences, attend a relevant workshop or conference, or purchase scientific materials or equipment for the classroom. Five grants or more are possible each year thanks to the many members who have contributed to this fund in honor of Sol Hirsch who retired in 1992 after being the NWA Executive Director for 11 years. Completed applications are due to the Education Committee by 1 August each year. To Apply for the NWA Sol Hirsch Education Fund Grants Teachers, program directors, school district supervisors and other individuals or groups proposing to improve the education of K-12 students in meteorology may submit an application. The application will consist of a NWA cover form and a two-page proposal.

Introduction to MSBA Board Policies and Policy Maintenance
Policy development in a modern, forward-looking school district is a dynamic, on-going process. New problems, issues and needs give rise to the continuing obligation to develop additional policies or to revise existing policies. School districts operate according to policies established by their Board of Education. The Board, which represents the state and local community, develops the policies after careful deliberation, and the school administration implements those policies through specific regulations, procedures and forms. The Board then appraises the effects of its policies and makes revisions as necessary. In the interests of harmony, efficiency, uniformity of interpretation, coordination of effort, and in fairness to all concerned, the Board makes these manuals available to all who are affected by its policies. A diligent effort should be made to keep all district manuals updated as policies, regulations, procedures and forms change. MSBA provides a Portable Document Format (PDF) option to simplify this task. Read-only files may be downloaded to your district network allowing easy access to updated materials.

Abstinence-Only "Sex" Education

Introduction
Abstinence-only education is one of the religious right's greatest challenges to the nation's sexual health. But it is only one tactic in a broader, longer-term strategy. Since the early 1980s, the "family values" movement has won the collaboration of governments and public institutions, from Congress to local school boards, in abridging students' constitutional rights. Schools now block student access to sexual health information in class, at the school library, and through the public library's Internet portals. They violate students' free speech rights by censoring student publications of articles referring to sexuality. Abstinence-only programs often promote alarmist misinformation about sexual health and force-feed students religious ideology that condemns homosexuality, masturbation, abortion, and contraception. In doing so, they endanger students' sexual health.
Background
A dozen years later, the U.S. Supreme Court held that funded programs must delete direct references to religion (for instance, the suggestion that students take Christ on a date as chaperone), and the granting process was reined in. But it was too late. Some of the biggest federal grant recipients, including Sex Respect and Teen-Aid, had already turned their curricula into robust for-profit businesses. Christian fundamentalist groups, which built much of that infrastructure, remain among the most vehement opponents of comprehensive, medically accurate sexuality education today.

*Nothing to disclose Whether or not the inclusion of incarcerated individuals in clinical research studies is justified has generated heated debate over the later part of the past century. Some have advocated that no research study can ethically include prisoners living in an inherently coercive environment, while others counter that incarceration does not strip an individual of his or her ability to make an informed decision regarding participation as a research subject. Much of this debate is fueled by the competing concerns of protecting inmates as a vulnerable population while respecting their individual autonomy. This conflict is waged against the backdrop of a historical legacy of unethical treatment of incarcerated, institutionalized and other vulnerable groups during clinical research studies. HISTORY OF RESEARCH IN PRISONS IN THE TWENTIETH CENTURY
The Second World War had a significant impact on the inclusion of prisoners in research investigations. On the one hand, with the onset of the war, investigators appealed to inmates to make a patriotic contribution to the war effort by participating in medical research that would assist the military. The research included injections of blood from cattle to investigate alternate sources of blood products, studies of atropine as an antidote, as well as experiments in which subjects were infected with sleeping sickness, dengue fever, gonorrhea, malaria, and agents of gas gangrene.

Introduction
Since 1991, rates of teenage pregnancy and birth have declined significantly in the United States. These are welcome trends. Yet, teens in the United States continue to suffer from the highest birth rate and one of the highest rates of sexually transmitted infections (STIs) in the industrialized world. Debate over the best way to help teens avoid, or reduce, their sexual risk-taking behavior has polarized many youth-serving professionals. On one side are those that support comprehensive sex education—education that promotes abstinence but includes information about contraception and condoms to build young people's knowledge, attitudes and skills for when they do become sexually active. On the other side are those that favor abstinence-only-until-marriage—programs that promote "abstinence from sexual activity outside marriage as the expected standard"[ ] of behavior. Proponents of abstinence-only programs believe that providing information about the health benefits of condoms or contraception contradicts their message of abstinence-only and undermines its impact. As such, abstinence-only programs provide no information about contraception beyond failure rates.

Scott Begins Term on NCTM Board of Directors Cathy L. Seeley of Cedar Park, Texas, became president-elect of the National Council of Teachers of Mathematics (NCTM) on April 12 at the close of the Council's 81st annual meeting. She will spend the next year working alongside the current president and begin a two-year term as president in April 2004. As president of NCTM, Seeley hopes "to inspire teachers and other mathematics educators to develop their own kind of personal leadership and to have the courage to play an active professional outreach role that extends beyond their immediate classroom, institution, or school system." She is "motivated by a deep commitment to equity and to a quality mathematics education for every child." Recently returned from two years of teaching mathematics in West Africa, Seeley is currently serving as senior adviser in the development of an online, problem-based algebra program at the University of Texas at Austin.
