State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

Each state participating in the "Safe Schools Within Safe Communities" regional seminar brought a team, if possible, so that they could take the first step towards developing a violence prevention action plan for their state. While the time available for the development of the plans was brief, states were able to identify some of their key issues, goals, and objectives. The outcomes are summarized in the following section. Action Plan Teams:

Goal:
To increase the skills and commitment for positive human relationships
Objective:
The representatives of the Prevention and Education Committee will develop an action plan for positive human relations. This committee will then present an action plan to the Governor's appointed Prevention and Education Council. Plans will be implemented in each department for compiling and listing resources, and for developing materials and providing technical assistance, as well as developing measurable outcomes. Each state department will then have an action plan that is a collaborative effort with all other departments.

    The goal of accreditation is to ensure that education provided by institutions of higher education meets acceptable levels of quality. Accreditation in the United States involves non-governmental entities as well as governmental agencies. Accrediting agencies, which are private educational associations of regional or national scope, develop evaluation criteria and conduct peer evaluations to assess whether or not those criteria are met. Institutions and/or programs that request an agency's evaluation and that meet an agency's criteria are then considered accredited by that agency. List of accrediting agencies Accreditation is generally divided into two segments: institutional accreditation and specialized accreditation. Institutional accreditation normally applies to an entire institution, indicating that each of an institution's parts is contributing to the achievement of the institution's objectives, although not necessarily all at the same level of quality. Institutional accrediting agencies are further divided into regional accreditors, which accredit most of the public and some private institutions in a specific section of the United States, and national accreditors, which accredit many private vocational schools and colleges regardless of location.

In this turbulent year, two newly arrived German immigrant brothers founded a sawmill and lumberyard in Muscatine, Iowa. These chemicals are used to provide essential services, like clean water, and to manufacture goods at area industries. Chemicals such as gasoline are transported daily along the area's highway and rail systems. Although companies that handle or transport these chemicals in the Kansas City area have excellent safety records, we need to plan for, and be capable of responding to, accidental releases of these chemicals. The state of Missouri requires each county to form a local emergency planning committee to carry out the requirements of the federal law. Cass, Clay, Jackson, and Ray counties and the city of Kansas City, Missouri, formed a multi-county LEPC in 1987 with administrative support provided by MARC. Platte County joined the Mid-America LEPC in 1996.

    The tobacco industry is a major political force in Missouri through lobbying, direct campaign contributions, indirect contributions to the two major political parties and legislative political caucuses, gifts and honoraria, and entertainment events. The tobacco industry has a centralized political organization in Missouri that promotes and defends its political and market interests at the local and state levels of government. Although the tobacco lobby has operated in the open in some political campaigns, it has often operated quietly behind the scenes, frequently working with various allied organizations on state and local political campaigns. * Total tobacco industry contributions in the 1991-1992 election cycle more than doubled when compared to the 1989-1990 election cycle. Since the 1991-1992 election cycle, tobacco industry contributions have declined with contributions in the 1993-1994 election cycle being nearly half of what they were in 1991-1992. In the 1995-1996 election cycle, tobacco industry contributions were a little greater than what they were in the 1991-1992 election cycle. In the 1997-1998 election cycle, tobacco industry contributions dropped to about what they were in 1991-1992.

    In December 1991, the President signed the National Security Education Act.
