Eleven Regional Centers in the state serve children with developmental disabilities. A developmental disability is a long-term condition that significantly delays or limits mental or physical development and substantially interferes with such life activities as self care, communication, learning, decision making, capacity for independent living, and mobility. It usually is diagnosed before a person reaches age 22. Income eligibility varies by services provided. Regional centers provide assessment and case management services.

The district is classified AAA by the Missouri Department of Elementary and Secondary Education. Due to a large commercial tax base (a significant portion of which is located within Crestwood) the District maintains the lowest property tax rate in St. Louis County. Social Security Administration Filed: On October 24, 2004, Home School Legal Defense Association received a favorable decision ending the federal government's discrimination against a widow for homeschooling her son. Mrs. Grove has educated her son Andrew under Arizona's homeschool law for many years. After her husband passed away, she began receiving Social Security benefits for herself and Andrew so that she could stay home and teach him. But on June 2, 2003, the Social Security Administration (SSA) cut off Andrew's benefits, claiming that he did not qualify because he was not "attending an elementary or secondary level school which has been approved by a State or local government." Because this decision was a clear misapplication of federal law and SSA policy, which allow homeschoolers to receive benefits if their programs are in compliance with state law, HSLDA assisted Mrs. Grove in filing an appeal.

Ability Network has a variety of services available for children and young adults with special needs and disabilities in many locations throughout Missouri. Rural school districts are often faced with challenge of locating certified teachers and therapists to provide appropriate programming and related services for their students with special needs. As an approved Private Agency of the Missouri Department of Elementary and Secondary Education, local school districts are able to contract with Ability Network for services that are unavailable through the district's program. Since Ability Network is not a licensed home-health agency, services can only be provided if the child or young adult has an IFSP or IEP and Ability Network is named as the implementer.

Ideas that Work
Twenty-five years ago, Congress passed P. L. 94-142, the forerunner of the Individuals with Disabilities Education Act (IDEA) to increase the opportunities for youth with disabilities. Three years ago, IDEA was reauthorized with increased funds to support special education initiatives. Today, IDEA funds special education services for almost six million children, who are held to high academic standards and are going on to college and to challenging careers in unprecedented numbers. Much of the attention of policymakers has focused on the increased state funding in the 1997 reauthorization of IDEA. The American Youth Policy Forum (AYPF) organized this forum to inform Congressional staff and federal officials about the less-publicized Part D of IDEA, which focuses on research and infrastructure to strengthen the capacity of special education programs on the national, state and local levels. , opened the presentation with an overview of Part D of IDEA. Danielson describes IDEA as "essentially a civil rights act for students with disabilities." Part D of IDEA actually predated the state grants that get so much attention today, and it has laid the foundation for these grants by providing research innovation, professional development of teachers and administrators, evaluation dissemination, and technical assistance to local special education programs. Part D of IDEA has a long history of improving behavioral outcomes, not just for students with disabilities, but for all youth in school. In the wake of the tragic shootings at Columbine High School, Danielson said that President Clinton called upon OSERS and the Department of Justice to produce a follow-up to their 1998 publication

By Callie Clark, Southeast Missourian Seventeen-year-old Brent Bohn doesn't know what he had for breakfast yesterday, but he knows the exact date his family last ate at Cracker Barrel. He loves watching high school football, and his parents celebrated this year when, for the very first time, he chose to sit next to other students at a game instead of hovering at his father's side. Randy and Shelly Bohn know their autistic son won't go to college after he graduates from Scott City High School next year. The Kelso, Mo., couple know Brent will never do well on the annual Missouri Assessment Program tests or any other academic assessment. The most they hope is that school will help develop their son's social skills. But the federal government has much higher expectations for Brent and other special education students. Under the No Child Left Behind Act of 2001, students with individual education plans, or IEPs, are held to the same standards as nondisabled students on annual state tests.

The issue: Should the battleship Missouri
be moved from her present mooring?
When USS Missouri was brought here and moored to a pier at Ford Island close to the Arizona Memorial, that was to have been a temporary berth until a permanent site could be built. Now it appears that Missouri may be kept where she is or moved only a short distance away. The preference in this corner is that Missouri remain in place or be moved to a spot within sight of the Arizona Memorial. In addition, the two memorials should be integrated into a grand national monument by the National Park Service, the Missouri Memorial Association and the United States Navy. The park service administers the Arizona Memorial; the Missouri association is a private, nonprofit group; and the Navy supports them both. A combined Arizona-Missouri memorial could be arranged with relative ease, even with bureaucratic obstacles to be overcome. It would begin with a revision of the movie shown at the Arizona visitor's center that depicts the Japanese surprise attack on Dec. 7, 1941. The narrative would move swiftly from that day through a summary of the war in the Pacific and end with the ceremony in which the Japanese surrendered aboard Missouri at anchor in Tokyo Bay on Sept. 2, 1945. Then visitors would be taken by a Navy shuttle boat, as now, across the harbor to the graceful white bridge spanning the sunken Arizona. After that, they would again board the shuttle boat to go directly to Missouri. When that tour was finished, the shuttle boat would return to the visitor's center. This journey would eliminate the present cumbersome bus ride from the visitor's center around to Ford Island.

By moving the meal service sites to a nearby trailer park, the Addison Central School District was able to overcome the transportation barrier that prevents so many rural children from participating in SFSP. The trailer park was an ideal location because the majority of families qualified for free and reduced price school meals. The school district enlisted parents as volunteers and included them in nutrition education and other enrichment activities. Kudos to the Garrett County Health Department for believing it could! Until 1999, the children of this rural, impoverished community did not have access to Summer meals. In the past, public and private groups had discussed the need for the program, but no agency felt capable of sponsoring it. Believing that healthy behaviors are caught not taught, the Department’s nutritionists, health educators, and outreach staff identified the need to work with both children and their families to teach health education. To achieve this, it combined the funding sources from other grant programs. It also sponsored "Serious Fun Day Camps" for three weeks, in three targeted regions, to maximize limited staff resources. Most of the children were able to walk to the camps which were located in town parks. Children were taught nutrition and healthy behaviors while enjoying Summer meals. They often applied what they learned to real life by preparing their own lunches and snacks!
