Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. The current statutory provisions for home schooling can be summarized as follows: 1. Any parent may educate a child at home. The parent does not have to have a teaching certificate or meet any education requirements. 2. According to section 167.031, RSMo. a parent or guardian of a child, between seven and sixteen years of age, shall cause the child to attend regularly some public, private, parochial, parish, home school or a combination of such schools 3. If a parent decides to home school, he or she shall offer 1,000 hours of instruction during the school year, with at least 600 hours in the basics, which will be in reading, language arts, mathematics, social studies, and science. At least 400 of the 600 hours shall occur in the home location. 4. The school year is defined as beginning July 1 and ending the next June 30. 5. A parent who is home schooling a child must maintain the following records: a. A plan book, diary, daily log, or other written record indicating the subjects taught and the activities engaged in with the student.

Facts about the Missouri State Board of Education
Major Duties Members According to the Missouri Constitution, "The supervision of instruction in the public schools shall be vested in a state board of education ..." (Article IX, Section 2a). This provision gives the State Board of Education general authority for public education, within limits set by the General Assembly. ( See Section 161.022 through 161.102, RSMo, for the Board's statutory authority.) The Board is made up of eight citizens appointed by the Governor and confirmed by the Senate. Members serve staggered, eight-year terms so that one term expires each year. No more than four members of the Board may belong to the same political party. No more than one member of the Board may reside in the same county or Congressional district. When terms expire, members continue to serve until being replaced or reappointed. The Board elects its own officers each year. The Board usually meets for two days each month in Jefferson City. Members receive $25 for each day of an official meeting. The Board's duties and responsibilities range from preschool to the postsecondary and adult levels. The Board does not have direct authority over higher education institutions. However, the Board sets standards for and approves professional programs for teachers and school administrators in Missouri's public and private higher education institutions.

Coordinating Board for Higher Education Dr. Gregory G. Fitch - Commissioner Summary of Background Dr. Gregory G. Fitch assumed the duties of Commissioner of Higher Education for the state of Missouri in January 2005. Fitch most recently served as the founding president of the Utah College of Applied Technology (UCAT), which was created by the Utah Legislature and is comprised of nine campuses and several technical sites serving over 60,000 students in an open-entry, open-exit competency based format. The institution reports directly to the Utah Legislature rather than the Board of Regents in dealing with budgets, facilities, and economic efforts. Fitch interacted extensively with the Governor and legislators to assure goals were defined and met. His work required that he seat ten boards (trustees and directors), hire campus presidents, direct accreditation activities, and collaborate with public education (K-12), business and industry, and government. The primary mission of the college is economic development through the creation and support of a qualified workforce. Prior to his role in Idaho, Fitch served in chancellor and president roles in two large community college systems, and was the vice president and dean for academic affairs in a two-year institution (that was later granted four-year degree options) in South Dakota. He started his career in education and elementary and high school teacher roles in Topeka, Kansas.

Academic performance standards, adoption by state board, standards procedure for adoptiondevelopment of written curriculum frameworksadoption of written curriculum by boards of education. 160.514. 1. By rule and regulation, and consistent with the provisions contained in section 160.526, RSMo, the state board of education shall adopt no more than seventy-five academic performance standards which establish the knowledge, skills and competencies necessary for students to successfully advance through the public elementary and secondary education system of this state; lead to or qualify a student for high school graduation; prepare students for postsecondary education or the workplace or both; and are necessary in this era to preserve the rights and liberties of the people. 2. The state board of education shall convene work groups composed of education professionals to develop and recommend academic performance standards. Separate work groups composed of professionals with appropriate expertise shall be convened for each subject area listed in section 160.518. Active classroom teachers shall constitute the majority of each work group. Teachers serving on such work groups shall be selected by professional teachers' organizations of the state. Additional teachers who are not members of such organizations may serve by appointment of the state board of education.

Betty Preston, President of the Missouri State Board of Education, testified today before the Senate Health, Education, Labor and Pensions Committee on ways to improve the use of federal education funds. The testimony was delivered on behalf of the National Association of State Boards of Education (NASBE).
As state board president, Preston offered her perspective on the use of federal funds at the state level, particularly the percentage used for administration. "I have viewed with increasing dismay the undeserved criticisms and misperceptions here in Washington about the use of federal funds at the state level. Such a view does a disservice to the important and too often thankless work performed by educators at the state level. State education agencies are not bloated, inefficient bureaucracies as they are sometimes falsely portrayed," Preston said.
"Let me set the record straight. In Missouri, our state education department uses only 1.5% of federal education funds for administration. The rest is passed through to local districts for educational improvement activities. Missouri's experience is the rule, not the exception, in other state education agencies across the country," remarked Preston.
Preston also criticized proposals to shift authority of federal programs from state boards of education to the governors; to reduce or eliminate the state share of funds; and, to block grant funds directly to local districts. Such initiatives, Preston said, "offer a solution to problems that do not exist." In her testimony, Preston said getting federal dollars to the classroom is an appealing concept, but it should not really be our primary objective. Rather, the overriding emphasis must be on improving student performance, systemic reforms, and rigorous accountability.

What is the Academically Deficient School Rule? The Outstanding Schools Act of 1993 (OSA) provided the authority for the rule for determining academically deficient schools and general guidelines for its implementation. The intent was to identify and provide support for those schools where student success was not evident. The rule for determining academically deficient schools became effective on September 30, 1999. What does the law (OSA) authorize? academically deficient school So what does the rule do? The rule defines key terms sets the criteria for an academically deficient school and identifies the process to be followed. The key terms are:

Governor Holden has reappointed Dr. Russell Thompson to the State Board until July, 2009. FEBRUARY 2003 WORK-STUDY SESSION PLANNING BEGUN
During the three-day February Board meeting, the Board will continue their discussions related to teacher quality, teacher recruitment and teacher retention. Specific topics include mentoring, certificate renewal recommendations, the Temporary Authorization Certificate, closing the achievement gap (NCLB) and school finance. The Board will deal with these issues for a part of each day of the three-day February meeting. AMENDING OF MAP LEVELS POSTPONED
Dr. Bert Schulte presented the update on NCLB. His presentation compared a MAP timeline, aMSIP timeline and a timeline on determining Adequate Yearly Progress (AYP). His concluding remarks included the comment that since so many changes will occur in 2006 with the annual testing in Communication Arts and Math and the first year of the 4th cycle of MSIP, it may not be a good idea to change how levels are labeled until then. The Department feels that states
