HISTORICAL TIMELINE
Native Dominion Upon the first arrival of Europeans, the region now included in the State of Mississippi was inhabited by three powerful Indian tribes: the Choctaws, the Chickasaws and the Natchez. The Choctaws occupied the central and southern portions of the present state; the Chickasaws lived in the northern part, and the Natchez inhabited the land along the Mississippi River in the counties of Adams, Claiborne, Jefferson and Wilkinson. Among the smaller tribes which also lived in Mississippi were the Biloxi and the Pascagoulas in the Gulf Coast section and the Tunicas, Chocchumas and Yazoos along the Yazoo River. Spanish Dominion, 1540-1699 Hernando De Soto, Spanish explorer, becomes the first known European to enter Mississippi. He winters with the Chickasaws and discovers the Mississippi River in the spring. Father Jacques Marquette, a French missionary, and fur trapper Louis Joliet begin exploration of the Mississippi River on May 17. They reach Mississippi in July and explore as far south as the mouth of the Arkansas River, near the present location of Rosedale, before turning back.

AN ACT TO AMEND SECTION 37-31-13, MISSISSIPPI CODE OF 1972, TO CLARIFY THAT STATE APPROPRIATIONS MADE FOR VOCATIONAL EDUCATION PURPOSES MAY BE USED TO MAKE PAYMENTS, RATHER THAN REIMBURSEMENTS, TO HIGH SCHOOLS CONDUCTING VOCATIONAL PROGRAMS IN ACCORDANCE WITH THE FEDERAL SMITH-HUGHES ACT; TO AMEND SECTION 37-31-205, MISSISSIPPI CODE OF 1972, IN CONFORMITY TO THE PROVISIONS OF THIS ACT; AND FOR RELATED PURPOSES.      BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:      SECTION 1.   Section 37-31-13, Mississippi Code of 1972, is amended as follows:   Any appropriation that may be made under the provisions of Sections 37-31-1 through 37-31-15 shall be used by the board for the promotion of vocational education as provided for in the "Smith-Hughes Act" and for the purpose set forth in Sections 37-31-1 through 37-31-15.  The state appropriation shall not be used for payments to high schools which are now receiving other state funds, except in lieu of not more than one-half (1/2) the amount that may be due such high schools from federal funds.  Only such portion of the state appropriation shall be used as may be absolutely necessary to carry out the provisions of Sections 37-31-1 through 37-31-15, and to meet the federal requirements.  Except as

Vicksburg-Warren County offers an opportunity for public, private, parochial, and higher education. Fourteen colleges and universities are located within a 50-mile radius of Vicksburg. These institutions provide students with a varied selection of post-secondary educational programs close to home.
Higher Education
Hinds Community College
Hinds Community College (HCC), located in Warren County, is one available choice. HCC offers a well-rounded curriculum within three divisions. Hinds offers 28 courses of study under the umbrella of the High School Division. These studies include basic academic courses and specialized vocational-technical preparatory courses. Hinds specializes in vocational and technical courses offered within its college division. In addition to the academic transfer program, trade apprenticeship programs, GED preparation and adult literacy programs, Hinds offers several career training choices. These courses of study award students vocational/technical certificates and/or an Associate of Applied Science Degrees upon successful completion. Fourteen additional educational services are provided by HCC. These services include job placement at MSES job Bank, the mobile literacy unit and the educational test center. Hinds Community College is accredited by the Southern Association of College and Schools. Although financial aid is available, the low tuition costs at Hinds are easily affordable for many students.

The National Women's Law Center claims that in the area of vocational and technical education, Title IX has been ignored and sex segregation is pervasive. The automotive repair industry needs qualified female employees to help lower its employment deficit, and we should not lose these potential employees due to outdated stereotypes. Estimate the projected deficit in technicians within the automotive repair industry over the next 10 years. Does around 50,000 employees sound right? How about 100,000? Not even close. Over the next 10 years the projected deficit in automotive repair technicians is a whopping 418,000, according to the U.S. Department of Labor Occupational Outlook Handbook. Women account for nearly half of today's work force. Why, in an industry desperately in need of qualified employees, are there so few female automotive repair technicians? The National Women's Law Center appears to have found the answer. A report released by the center June 6 examines sex bias in high school vocational and technical programs, a violation of Title IX of the Education Amendments of 1972.
