Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    Mississippi
    Registration/Licensing/Accreditation: Nonpublic schools may request that the State Board of Education approve the institution. The State Board may not adopt more stringent standards for approval of nonpublic schools than the accreditation standards applied to public schools. Miss. Code Ann. § 37-17-7. State accreditation is mandatory for nonpublic schools receiving state funds. Standards for accreditation are set out in the policy document, "Nonpublic School Accreditation Requirements of the State Board of Education, Third Edition, December 1998". Recordkeeping/Reports: Length of School Year/Day: Teacher Certification: Teacher certification is required for those schools that choose to be approved by the State Board of Education. "Nonpublic School Accreditation Requirements of the State Board of Education, Third Edition, 1998." Special Education: et seq Health: Safety: Home Schooling: Home schools meet the definition of "nonpublic schools", which means an institution for the teaching of children, consisting of a physical plant, whether owned or leased, including a home, instructional staff members and students, and which is in session each school year. This definition shall include, but not be limited to, private, church, parochial, and home instruction programs. Miss. Code Ann. § 37-13-91 (2) (I). The parent/guardian of a child enrolled in a legitimate home school program is required to complete a "Certificate of Enrollment" and return it to the school attendance officer where such child resides on or before September 15 of each year.     FOREWORD I am pleased to introduce the fifth publication in the Innovations in Education series: Alternate Routes to Teacher Certification. This series, published by my Department's Office of Innovation and Improvement, identifies concrete, real-world examples of innovations in five important areas, in addition to this one: public school choice, supplemental educational services, charter schools, magnet schools, and alternate pathways to school leadership. World War II General Omar Bradley once said, "Teachers are the true soldiers of democracy. Others can defend it, but only teachers can create it." I have a deep respect for the teaching profession. My parents were both educators and taught me that reading and studying hard could help me transcend my small, segregated Mississippi town. I went on to become a teacher and a coach myself, and eventually served as dean of a school of education. In my role as superintendent of the Houston Independent School District, I hired thousands of teachers and came to understand what it took to be successful in the classroom.

    Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    Back to top Yes. Any parent is permitted by law to teach his or her own children in a home instruction program. The state has a minimal amount of regulation that families must follow to legally home school. A legitimate home instruction program is defined as one that is not "operated for the purpose of avoiding or circumventing the compulsory attendance law."
    What kind of paperwork does the state require? Back to top By September 15 of each year, parents are required to submit a certificate of enrollment for each child age 6-17 by September 1. (If you have children older or younger, you are not required for submit a certificate for them.) The certificate card - available from your city or county school attendance officer - should include names and address of the parents, the child's name and date of birth, and "a simple description of the type of education the children are receiving." You are not required by law to give your child's Social Security number. The card must be returned to the school attendance officer. In the event the child has been enrolled in a public school he must file a Certificate of Enrollment with the local attendance within 15 calendar days after the first day of the school year for the school district where the child resides. The parents may at a later date enroll the child in a legitimate home instruction program and send the certifiacte of enrollment to the school attendance officer.

    The Department of Speech and Hearing Sciences offers undergraduate degrees in speech-language pathology/audiology and education of the deaf. Students may enter as freshman, or may transfer into the program as sophomores, juniors, or seniors.
    Students completing the undergraduate program in Education of the Deaf are eligible for K-12 certification by the Mississippi Department of Education and Elementary and Early Childhood certification by the Council on Education of the Deaf [ C E D The undergraduate program in speech-language pathology/audiology is a preprofessional curriculum. Students who are considering a career in these disciplines should realize that they must obtain a graduate degree prior to employment.
