Dirty Secrets: Flawed system aids bad teachers Monday, November 01, 1999 By Jane Elizabeth Zemel, Post-Gazette Education Writer Second of a three-part series Kathy Schilla couldn't understand why her daughter, a third-grader, didn't want to go to school anymore. After much coaxing, the child finally revealed what had happened to her at Lester Park Elementary School in Duluth, Minn. Her teacher, Douglas J. Ranthum, had asked her to model her talent-show costume in the cloakroom during recess. He told her to remove her underwear because it showed through her costume, and then he repeatedly touched her breasts and buttocks. Her horrified parents went immediately to the principal, who mentioned that two other parents had complained about the same thing several months earlier. The principal's suggestion was that the Schillas should have a talk with the teacher. That was in 1984. Eventually, Ranthum was sent to prison, and the principal was reprimanded for failing to report sexual abuse. But Ranthum's teaching certificate was suspended, not revoked. After his prison term, he went on to get four more teaching jobs, simply leaving each one when his past caught up with him. He landed his last teaching job in 1995 at AlBrook Elementary School near Duluth, just months before the state began requiring criminal background checks. He remained there until Kathy Schilla tracked him down and notified school authorities of his conviction.

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.

Alternative routes to certification allow individuals who have bachelor's degrees in areas other than education to obtain professional teaching certificates Are you interested in teaching, but not sure how to get started or where to apply for a position? State departments of education realize the value of your past experience in the workplace. Because you have already been applying many of the concepts that teachers try to convey to their students in real-world situations, you have a unique perspective that can significantly contribute to students' education. Therefore, alternative routes to certification/licensure have been created that ease your transition into teaching. Alternative routes to certification allow individuals who have bachelor's degrees in areas other than education to obtain professional teaching certificates. Typically, alternative certificates/licenses are issued for prospective teachers to teach within their major field of study. Many states allow candidates to secure employment directly with a local school district and begin teaching while they are meeting the state certification requirements. Prospective teachers typically must meet these certification requirements before entering the classroom. The requirements include holding a bachelor's degree (in any academic area), completing a traditional teacher preparation program, and earning a state license or certificate to teach. Alternative routes to certification, however, allow professionals to begin teaching while they are concurrently enrolled in an

    Alternative Certification Preparation Programs
Preparation programs train future educators with the skills they will need to teach. The goal of alternative preparation programs is to provide teacher candidates with the critical knowledge and skills necessary for success as teachers. Alternative route teachers are typically trained via apprenticeship-style programs that put aspiring teachers to work immediately in classrooms. These programs require coursework that is taken both before and while teaching. The programs are similar to traditional graduate programs, but they typically provide more flexible scheduling, part-time study, and other features designed to allow students to work while they study the practice of teaching. Preparation programs typically include instructional, supervision, mentor, and assessment components. Program lengths vary, depending on the coursework needed and the applicant's availability to attend classes and field experiences. Candidates for these programs must first pass a rigorous screening process. In order to qualify for entry into alternative preparation programs, most states require candidates to:
