10:30 - 11:45 am Francine Kaufman, MD, author of DIABESITY: The Obesity-Diabetes Epidemic That Threatens America and What We Must Do to Stop It, will make an impassioned call to action in her keynote address on Thursday, October 20. Dr. Kaufman is an internationally-known authority on diabetes and obesity. She is Head, Center for Diabetes, Endocrinology and Metabolism at Childrens Hospital Los Angeles, and Professor of Pediatrics at the Keck School of Medicine, University of Southern California. Dr. Kaufman, past president (2002-2003) of the American Diabetes Association, blends cutting-edge science with personal stories of those affected. She will detail the steps individuals, schools and families can make to combat this epidemic. The author of more than 150 medical articles, Dr. Kaufman has developed many important clinical innovations and is also a tireless public advocate. She has developed innovative programs for overweight and diabetic children and their families, served for more than 20 years as medical director of a summer camp for diabetic children, and was instrumental in banning the sale of soda in the LA Unified School District. Her many honors include the 2003 Woman of Valor Award from the American Diabetes Association. Dr. Kaufman has appeared on the "Today Show" and has been featured in numerous publications such as LA Times, USA Today, Wall Street Journal, Esquire, Parade, and The New York Times.

History
Congress passed the Morrill Act in 1862. It was created by the Mississippi Legislature on February 28, 1878, to fulfill the mission of offering training in "agriculture, horticulture and the mechanical arts . . . without excluding other scientific and classical studies, including military tactics." The university received its first students in the fall of 1880 in the presidency of General Stephen D. Lee . In 1887 Congress passed the Hatch Act , which provided for the establishment of the Agricultural Experiment Station in 1888. The university has since had its mission expanded and redefined by the Legislature. By 1932, when the Legislature renamed the university as Mississippi State College, it consisted of:

AN ACT MAKING AN APPROPRIATION TO THE STATE BOARD OF EDUCATION FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE MISSISSIPPI SCHOOL FOR THE BLIND AND THE MISSISSIPPI SCHOOL FOR THE DEAF FOR THE FISCAL YEAR 2003.      BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: SECTION 1.   The following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the State General Fund not otherwise appropriated, to the State Board of Education for the purpose of defraying the expenses of the Mississippi School for the Blind and the Mississippi School for the Deaf for the fiscal year beginning July 1, 2002, and ending June 30, 2003$    10,463,632.00.     Beyond implementing the Modern Red Schoolhouse program, the district's current focus is on restructuring its schools according to feeder patterns. "Executive principals" have been assigned to each set of school feeder patterns to provide technical support and coaching to each school principal within the feeder-pattern cluster. The executive director of exceptional education services suggested during the interview that resources from EMSTAC could be routed through the work of the executive principals. The district also has a National Science Foundation grant for providing professional development in mathematics and science and a 21st Century Schools grant from the federal Goals 2000 program. Neither of these funding sources is specific to special education.
    As part of the district's identification of reading as a primary need, some district schools have implemented the Lindamood-Bell program in phonemic training. This program is funded through the district's state-level dyslexia grant and is not considered by the executive director to be a special education initiative.

    Attorney General Moore will talk about the tobacco lawsuit and settlement, and what this means for young people throughout the nation. Moore is nationally known for leading the litigation against the major tobacco companies and his efforts to reduce youth smoking. Colorado was part of this lawsuit, and to date Colorado has received more than $370 million as its share of the tobacco settlement.
    The two attorney generals will also answer questions and hear comments from the student and staff attendees.
