RBMS Security Committee: State Laws: Mississippi
The RBMS Security Committee attempts to maintain a current list of statutes from each of the fifty states pertaining to library thefts or other criminal acts involving library and archival materials ( view index ). Following are the relevant laws for the state of Mississippi: Mississippi Code 39-3-(301-313) Mississippi Library Materials Security Law Section 39-3-301. Short title. This article shall be known and may be cited as the "Mississippi Library Materials Security Law." Section 39-3-303. Unauthorized removal or wilful mutilation of library materials. (1) It shall be unlawful for any person to remove library materials, without authorization, from the premises wherein such materials are maintained or to retain possession of library materials without authorization. (2) It shall be unlawful for any person to wilfully mutilate library materials. Section 39-3-305. Definitions. As used in this article the term: (a) "Without authorization" means contrary to rules which set forth policies governing access to library materials and include eligibility for library patronage and lending procedures. (b) "Library materials" means books, manuscripts, letters, newspapers, court records, films, microfilms, tape recordings, phonograph records, lithographs, prints, photographs or any other written or printed document, graphic material of any nature and other personal property which is the property or in the custody of or entrusted to a public or private library, museum, archives or other depository.

Dee Lee Dee Lee is a Certified Financial Planner, a Certified Retirement Counselor and a Registered Investment Advisor with the state of Massachusetts. She received a diploma in Financial Planning from Boston University and her MBA from Simmons College. She dissolved her successful financial planning practice for individuals so that she could devote all of her energies to educating the financial consumer. She is a member of the Financial Planning Association (FPA) and served on their national Board of Directors. Dee has penned several books. I. Introduction
The World Wide Web (WWW or the Web) is a dynamic Internet-based online information delivery tool originally created by the European Laboratory for Particle Physics. It uses specially coded textual or multimedia documents ("hypertext" or "hypermedia") that can link to other documents at any location on the global Internet. Encoding of a WWW document or "page" uses a document type definition (DTD) in the venerable Standard Generalized Markup Language (SGML), called Hypertext Markup Language (HTML). Web pages were originally simple text documents conveying information, but beginning in the mid-nineties, with the creation of the first commercial "browser" software that could display documents of more sophisticated structure and with the inception of commercialization of the Internet, conditions changed dramatically. With the explosion of commercial use, the entry into web page creation of advertising designers, and a vicious competition between browser companies, the original HTML standard began to be expanded to permit the addition of graphics, sound, motion, and interactivity. As the Web began to mature, some began to be concerned that its content was not being preserved. After the first flush of interest, webpages would disappear and links to them would link to nothing. State government websites have been no exception to this trend. At the national level, technologists themselves have begun to worry that their legacy is disappearing into a black hole of invisibility; Nathan Mhyrvold, Microsoft technology guru, urged that the whole Internet be preserved, arguing that the cost of archiving it by traditional means, whereby a human being made decisions to discard what was not "valuable," would be far more costly (see

Family Literacy Workshops Held
Workshop storytellers Jean Whitehorse (New Mexico) and Oneal Issac (Mississippi) With funding from the Viburnum Foundation, the Center for the Book sponsored two regional workshops in September that provided training for representatives from rural libraries and communities that received 1998 family literacy grants from the foundation. Held in cooperation with state library agencies and local literacy organizations from seven states, the workshops in Jackson, Miss. (Sept. 9-10) and Albuquerque, N.M. (Sept. 16-17) launched the new Viburnum Foundation/Center for the Book Family Literacy Project (see the LC Information Bulletin, May 1998.) "More than 75 people participated in each workshop, and we were delighted with the results," said Center for the Book Director John Y. Cole. "Special thanks go to Center for the Book consultant Virginia Mathews, the workshop coordinator, and to the Mississippi Library Commission and the New Mexico State Library for their support. The three-year grant we received from the Viburnum Foundation for this project, coming on the heels of the successful completion of our five-year Library-Head Start-Museum partnership project, continues the center's interest in family literacy and in encouraging collaboration on behalf of books and reading among libraries and other community organizations that serve children, youth and families."
