E-Mail This Article Published on Tuesday, January 11, 2005 by the Associated Press Mississippi Library Board Puts Stewart's Best-Selling "America (The Book)" Back on Shelves GULFPORT, MI - A library board reversed a ban on comedian Jon Stewart's best-selling satirical book, " America (The Book) " which it had passed because of its image of Supreme Court justices' faces superimposed on naked bodies. The Jackson-George Regional Library System board of trustees was criticized by local residents and in e-mails from out of state after it banned "America (The Book): A Citizen's Guide to Democracy Inaction" last month. The trustees had said they objected to the image. But the board voted 5-2 Monday to lift the ban, and the book was returned to circulation in the system's eight libraries Tuesday. "We have come under intense scrutiny by the outside community," said David Ables, board chairman. "We don't decide for the community whether to read this book or not, but whether to make it available." The book was written by Stewart and the writers of "The Daily Show," the Comedy Central fake-news program Stewart hosts. Released in September, it has spent 15 weeks on The New York Times best-seller list and was named Book of the Year by Publishers Weekly, the industry trade magazine.

GALAXY WebPAC 2.0 was developed with significant input from GALAXY customers. "We know from experience that one of the major things our customers value about their relationship with GIS is the opportunity to help shape the development of the products they use," said Katherine Blauer, president of GIS. "We are grateful to our GALAXY customers for their suggestions and comments on this latest version of GALAXY WebPAC and especially thank the staff at the Clark County Public Library (Ohio) and the Springfield Free Public Library (New Jersey) for their excellent work as beta partners."   • Placing a county librarian in every county and two in some of the larger ones was the proposed first step. By approving the plan, the Women's Division of the Emergency Relief Administration, under the direction of Ethel Payne, gave Mississippi the distinction of being the first state to provide geographically equalized library service. Carrying out a survey with the assistance of nearly 500 CWA workers was the next step; attempting to meet the needs it disclosed, the third. Each step has had the cordial support of the State Board of Public Welfare.
  • To observe this unique experiment first hand I recently visited Mississippi and saw the work of a dozen or more county librarians. While many in charge of county service have been on the relief rolls or would be there except for this work, their qualifications for the job have been considered.
  • Making something out of nothing by dint of courage, intelligence and resourcefulness is the record especially of Sunflower, Leflore and Hancock counties. When two county librarians went to work in Sunflower County last June not a library book was available for its 66,000 residents. A county headquarters has been leased from the board of supervisors for five years and today thirteen reading rooms and eighty-five deposit stations are being visited regularly, and 3000 volumes have been begged, borrowed or bought. Like most gift collections, the books include many which few, if any, libraries would purchase. However they also include

    A Limited Review of the Mississippi Library Commission Executive Summary Introduction The PEER Committee reviewed the Mississippi Library Commission (MLC), focusing its analysis on whether MLC:
    • fulfills its statutory responsibilities; properly administers its state grant programs to local public libraries.
    Background Role of the Library Commission
    • books and materials for the blind and physically handicapped; reference services; and, access to its depositories of public documents and patents and trademarks.
    Composition and Staffing of the Mississippi Library Commission As of June 30, 2004, MLC had fifty-six authorized full-time staff positions organized into three bureaus: Administrative Services, Network Services, and Public Services. Revenues and Expenditures Compliance with Enabling Statutes MLC has the systems and activities in place to fulfill all of its statutory powers and the majority of its statutory duties. The two statutory duties that MLC has not fulfilled are its duties to develop a statewide master plan and to develop an accreditation program for local public libraries. MLC initiated efforts to fulfill these statutory mandates, but such efforts never yielded a public library accreditation program or statewide master plan. In compliance with the Mississippi Statewide Library Development System Act of 1988, MLC appointed two Public Library Standards Committees, one in 1988 and one in 1992. However, neither committee was successful in establishing a master plan or library accreditation program, in part because of controversy over tying state funding to accreditation standards performance.

    A Management Review of the Mississippi Library Commission Director's Decision to Postpone Implementation of an Online Union Catalog and Interlibrary Loan System
    June 9, 1998
    The PEER Committee reviewed the Mississippi Library Commission's decision to postpone the implementation of the online Mississippi Union Catalog, a comprehensive, centralized database of library resources held in Mississippi. The Mississippi Library Commission temporarily suspended implementation of its online Mississippi Union Catalog and Interlibrary Loan project in October 1997. The agency's newly hired Executive Director stopped the project to determine whether the online union catalog concept was the best alternative for the commission and Mississippi's public libraries. PEER received a complaint which focused on possible changes that could jeopardize small, rural libraries' capacity for full participation in statewide sharing of library resources. Unknown to the complainant, the Executive Director resumed implementation of the original online project in December 1997 after determining that no feasible alternative existed. PEER found that the director exercised a reasonable management option to review the decision-making process and alternatives for the direction of the commission and local libraries. Also, the director's decision to continue implementation of the online system serves the interests of both the commission and the local libraries and should not jeopardize any library's full participation.

    Libraries Play Key Role in Homeland Security
    Many residents in South Mississippi's Jackson and George Counties saw the destruction of terrorism firsthand well before September 11, 2001. Shipyard workers in Pascagoula, Mississippi, spent 14 months repairing the USS Cole, a Navy destroyer that was nearly sunk by terrorists in Yemen in October 2000. Area residents were proud of their role in restoring the ship to the fleet, but also apprehensive with increased Coast Guard presence along Mississippi's Gulf Coast.
    Not long after the ship returned to its homeport in Norfolk, Virginia, the citizens of Jackson and George Counties had a new and unique resource for up-to-date information about homeland security. Using an LSTA grant of $19,406 from the Mississippi Library Commission, the Jackson-George Regional Library System opened the state's first Homeland Security Information Centers.
    Located in three Gulf Coast area branch libraries, the centers provide reliable and accurate information on security, terrorism, biological warfare, nuclear warfare, and the psychological aspects of terrorism. The centers have a physical presence in each of the libraries with a computer terminal with Internet access, book collections, brochures, and visual media; they have an online presence through a central Web site:
