Mississippi College School of Law is conveniently located in downtown Jackson, the state capital, and is within walking distance of the legislature, as well as all federal and state administrative agencies and courts. Jackson is the legal and commercial center of the state. The main campus of Mississippi College, the oldest institution of higher education in Mississippi, is located in Clinton, a suburb of Jackson. In the fall of 1975, the law school officially opened its doors, with the convening of its first classes in Clinton. A number of outstanding practitioners and leaders of the state bar were recruited to serve as faculty, and the school immediately began the task of obtaining ABA approval. The development of the law school since 1980 has been remarkable. Achievement of accreditation made possible the expansion of both faculty and student recruitment to a national scale, moving the school toward its goal of building a strong, regional law school. The law school's success has been reflected in state and regional recognition it has received through its law review, outstanding performances by its appellate and trial teams, and placement of its graduates.

MISSION STATEMENT The mission of the Justice Court Clerk's office is to effectively serve the public by processing civil actions not to exceed $2,500.00 and misdemeanor criminal charges in accordance with section 9-11-11 of the Mississippi Code. Back to top. DISTINCTION BETWEEN CIVIL AND CRIMINAL CASES The distinction between civil and criminal cases is an important one. In a civil case, a trial or contested matter occurs between two or more persons, while in a criminal case, the trial is between the State of Mississippi and a person accused of committing a crime. This is true even when a criminal case is begun by the victim of a crime filing an affidavit charging someone with criminal activity. There are times when the wrong which has been done might give rise to either a civil suit or criminal charge or both. But the justice court judge must keep in mind the distinction, for it is improper for criminal process to be used to collect a civil debt or damages. Every justice court judge should be familiar with the case of State Ex Rel. Richardson v. Edgeworth, 214 So.2d 579 (Miss. 1968). In this case, our state Supreme Court held that justice court judges who permitted people to sign criminal affidavits for collection of debts without advising them of the criminal nature of the documents; who permitted criminal affidavits to be signed in blank without requiring affiants to appear to make their sworn statements; who solicited collection of accounts through their deputy sheriffs and constables; and who used criminal processes for collection of civil debts; were guilty of intentional abuse of process and would be liable for damages caused by their actions.

    Buddy was raised and lives in Pearl River County, Mississippi with his wife Suzy Stockstill McDonald. His son Hugh is serving as an enlisted man on active duty in the United States Air Force. Stepdaughter Emily attends USM, while his youngest stepdaughter Erin attends public school in the Picayune school system. His youngest son, Neil, lives in South Carolina where he is a student.
    Following his graduation from Picayune Memorial High School, Buddy received his Bachelor of Arts degree from Mississippi State University and then his Juris Doctorate degree from the University of Alabama School of Law. He has done graduate work in Criminal Justice at the University of Southern Mississippi. A graduate of the Career Prosecutors Course at the National College of District Attorneys, he was later selected to be a workshop leader on Trial Technique. Buddy is licensed to practice law before Mississippi Circuit and Chancery Courts; the Mississippi Supreme Court; The United States Fifth Circuit Court of Appeals and the United States Supreme Court. He has been selected to serve as a special prosecutor in several jurisdictions of the state.
    Buddy received his commission as an Army Officer through the ROTC program at the University of Alabama. He completed the Officer Basic and Advanced Courses and the Army Command and General Staff College. He has served in the Army Reserve and the Army National Guard units of Louisiana and Mississippi.

    Judicial study group discusses public defenders, sentencing disparities, judicial selection Sept. 5, 2003 The Mississippi Legislature should reconsider proposals for a statewide public defender system, Supreme Court Chief Justice Edwin L. Pittman told a judicial study group on Friday. Pittman also asked the Judicial Advisory Study Committee for recommendations in addressing criminal sentencing disparities among court districts. He asked the group to consider a recommendation for appointing rather than electing appellate judges. And he asked the group to look at a way to remove the 14-month time-lag between the election of two Supreme Court positions and the time the justices take office. The Legislature previously rejected proposals for a statewide public defender system. Pittman asked the study committee to offer its recommendations on a statewide public defender system. Pittman said, "We have a great need. If you have a recommendation, the Supreme Court will be as supportive as it can be. We see daily the need for the public defender system to be improved." Committee member Norman Gillespie of Oxford, a retired chancery judge, said proposals for a statewide public defender system have been discussed since about 1967, but the legislature has rejected the idea.
