PUBLIC FUNDS 1. TANF (Temporary Assistance to Needy Families) All parents who are either on TANF or are transitioning off TANF for a period of up to 12 months must go to the county DHS office to apply for a child care certificate. They are guaranteed a child care certificate and it will be issued from the county DHS office. 2. CCDF (Child Care and Development Fund) All parents who are working or are in school full-time and earning wages up to 85% of the state median income are eligible for a child care certificate. They must apply for a certificate at their area Designated Agent office. A listing of these offices and the policy manual providing the rules of operation of this program are available from the MS Dept. of Human Services Office of Children and Youth at (601) 359-4555. (See list ). Funding for the child care certificate program is severely inadequate to meet the need. Parents have a better chance of getting a certificate if they remain in constant contact with the Designated Agent to make sure their application is complete and that they are kept on the waiting list.
