A MISSISSIPPI GULAG U.S. Assistant Attorney General Ralph Boyd's report on the youth training schools in Raymond and Columbia Mississippi evokes images of prisoner-of-war camps at their worst, but with this distinction: sadistic POW camp guards don't misrepresent themselves as agents of rehabilitation. In that setting, the rules of the game are clear to all parties: the torturers and the tortured know exactly where they stand. To the reader who thinks I am overstating the case, I ask you to withhold judgement until you have read Boyd's report. Boyd describes a system out of control. He describes acts that even the most credulous observer could not deem rehabilitative, let alone safe. If those same acts were perpetrated against adults, prosecutions and convictions would surely result. And woe to any teenager who subjects an adult to even a small fraction of what the kids at these facilities endure daily. Because the victims are adjudicated juveniles, they are apparently disqualified for the normal protections of civilized society. Don't be misled by those who will tell you that the two Mississippi training schools are anomalies. They are standard. They are emblematic of the break-'em-down-build-'em-up theory of youth rehabilitation which every true educator knows is neither educational nor therapeutic. It's obedience training and brainwashing. These facilities were just as rotten last year when nobody was looking, and they are no worse than many other similar institutions elsewhere.

More parents than ever before are speaking up when they discover that their children have been manhandled or battered by teachers. And the teachersa small minority of their profession who do the majority of the manhandling and batteringare clamoring for legislation to protect them. Why, the teachers ask, are parents making their lives miserable with false accusations and causing embarrassing, unwarranted investigations? Why are teachers suddenly being prevented from doing their job? Don't those namby-pamby, overprotective parents realize that every child sometimes needs "hands-on" education? Don't they understand that when schoolchildren get a little tap or a touch from their teacher, it's mainly to get their attention and to steer them on the right path? Do parents today really want to raise a generation of delinquents who don't understand right from wrong and have no respect for authority? What ever happened to 'spare the rod' and good ol' fashioned discipline? More than a few law makers are swaying in unison to this familiar old music. Part I - Origins of Public Education in Mississippi Prior to the American Civil War, the education of young people was left primarily to private schools and academies. Funding these schools was done primarily from the proceeds raised from sixteenth section lands, private donations, and student tuition. In 1821 the first free school in Mississippi Franklin Academy for Boys, was established in Columbus Mississippi Yet it must be noted that these schools and academies were designed primarily to educate the wealthy and privileged. Very few children, white or black, had access to a free public education prior to the beginning of Reconstruction.

This period witnessed the struggle to expand educational opportunities, facilities, and funding for white and black schools. Dramatic growth, change, and challenge characterize this period as the state moved from the progressive period into the Great Depression, World War II and to the brink of the landmark Supreme Court case, Brown vs.Board of Education, Topeka Kansas Special emphasis will be given to the efforts of black families to support their schools through a combination of charity, philanthropy, and private donations from their own resources.

Soil is the unifying factor in Mississippi crop production. Understanding the fundamental properties of soils proceeds to better appreciation of soil fertility and fertilization, as well as soil management and conservation. Integrating nutrient management, soil management, and conservation leads to considering soil quality or health. Simply put, soil quality is the ability of a particular soil to function as desired. Some functions include crop production, water control, or structure support. What exactly is soil? There are many, many definitions. Specific ones depend on the viewpoint of the user. Some stakeholders consider soil to the living, breathing substance near the earth's surface which fosters life on all scales. Others consider it to be the aggravating skim on the earth's surface. The study of soil is not the study of dirt. Dirt does not have life sustaining properties. Greenhouse media is not soil either. It does not have the unique three-dimensional characteristics that can only evolve as a function of place, time, and the environment. Center for Governmental Technology Current Situation
The Center for Governmental Technology (CGT) is a unit within the Enterprise and Community Resource Development program area of the Mississippi State University Extension Service. For some 25 years the CGT has been a leader in the development and implementation of technical assistance and educational programs for local government officials. Through these technical assistance and educational programs, the CGT assists local government officials, local units of government, and associations of local government in their efforts to improve governance at the grassroots and delivery of services to the citizens of Mississippi. The CGT does not take an advocacy role in the business, legislative, or political affairs of the local governments or local government associations with which it works.

Mississippi Department Of Education - When the Mississippi Department of Education was awarded a PT3 Catalyst Grant to help Mississippi's teacher education programs better integrate technology, its first challenge was to build bridges among the institutions of higher learning.
According to Helen Soulé, Mississippi Department of Education's former PT3 project director, building bridges and transforming the traditional relationship between the state and the university communities has been an evolutionary and challenging process, but a valuable one.
Another challenge existed for Mississippi's Department of Education with the state's Historically Black Colleges and Universities (HBCUs). A 1998 study found that first-year teachers from Mississippi's HBCUs were less confident about integrating technology than their counterparts from the non-HBCU schools. Correcting this imbalance is a major focus of the Mississippi Department of Education.
The Mississippi Department of Education is reaching out to exemplary teachers, preservice students and college faculty through what it calls MS Triad to provide technology-rich on-site field experiences.
As the liaison between the members of the MS Triad, the state encourages communication through two face-to-face activities each year - a summer retreat and a winter convocation.
