October 13, 2000 Improving Academic Performance By Meeting Student Health Needs Summary
States have made considerable progress in public education reform by developing standards, assessments, and accountability systems and by improving teacher quality. States continue to build on these reforms by using multiple policy strategies to improve academic performance. For many students, test performance will over time with the implementation of new standards, assessments, and curriculum, and the introduction of better trained teachers and new teaching techniques. For other students, performance may be lower than expected because they are not prepared to learn when they arrive at school. Policymakers need to focus on eliminating barriers that affect these low-performing students' readiness to learn. Among these barriers are physical and mental health conditions that impact students' school attendance and their ability to pay attention in class, control their anger, and restrain from self-destructive impulses. To assist schools in ensuring that students come to school ready to learn, policymakers can review the burgeoning research linking student health with student achievement and design data-driven programs. They can also provide technical assistance to help schools incorporate health into their curricula and increase interagency partnerships between the health and education communities. Many of the programs profiles in this Issue Brief use these strategies to meet student health needs and improve student academic performance.

Questionable Organizations: An Overview

Promoters of questionable health practices often form organizations to multiply their effectiveness. How can one tell which groups are reliable and which are not? There is no sure way, but nine precautionary questions may help: 1. Are its ideas inside the scientific mainstream? Some groups admit that they were formed because their founders felt alienated from the scientific community. One group that made no secret of this was actually called the American Quack Association , whose main purposes were to provide emotional support to its members, poke fun at their critics, and stimulate positive public feelings toward unconventional practitioners. The group was founded in 1985 by Jonathan Wright, M.D., who became its president, and Roy Kupsinel, M.D., a "holistic" practitioner from Florida, who became its vice-president. It attracted about 300 members but no longer appears active. 2. Who are its leaders and advisors?

The Public Education Forum of Mississippi is committed to the identification and recognition of exemplary education practice in Mississippi through its awards program. The Public Education Forum of Mississippi recognizes examples of excellence in leadership in the implementation of best practices within our state. Recognition is featured at the Forum's annual Spring Awards Luncheon. Categories recognized are:
  • Systemic Improvement Workforce Improvement and Development Educator Pipeline Initiative Technology Strategic Planning
A Distinguished Service Award is given annually to individuals who have made a major contribution to education in Mississippi. Legislators, business leaders, and educators may be nominated. Current Forum Board of Directors members may be considered for this award, but consideration is not based upon their service to the Forum. The Distinguished Service Award winner(s) are honored at the Awards Luncheon as well. Fall Legislative Forum
The Public Education Forum of Mississippi increases collaboration and consensus building among educational advocates through an annual Fall Legislative Forum. In late Fall, educational advocates and representatives of government, business and the media are invited to a one-day forum. Participants have the opportunity of sharing their educational plans through panel discussions and brief presentations. Mississippi Educational Television provides state-wide coverage of the forum and produces two public information programs. One is aired in conjunction with the opening of the legislative session, and the other is shown as a reflection on the session after its conclusion. A legislative agenda report is prepared following the event and is distributed to key legislators prior to the upcoming legislative session.

Tools for Aligning Instruction, Standards, and Assessments The Surveys of Enacted Curriculum (SEC) offer a practical method for collecting, reporting, and using consistent data on instructional practices and subject content taught in classrooms. Surveys are now available for English language arts and reading, mathematics, and science (K-12). The survey instruments and reporting tools provide an objective approach for schools, districts, and states to analyze instruction in relation to content standards.
