Special Education
General Information
All disabled students from birth to 21 years of age, regardless of the severity of their disability, who reside with the Clinton Community School District and who require special education and related services shall, in cooperation with the Mississippi Bend Area Education Agency. Be identified, evaluated and provided a free and appropriate public education accordance with the Code of Iowa., the Education of All Handicapped Children Act (P.L. 94-142.) Individual with Disability Education Act, (l997) and the district's goal of providing full educational opportunities for disabled students.
Disabled student and their parents or guardians shall be afforded all rights and procedural safeguards to which they are entitled under stated and federal law, rules and regulations. They include:
  • Establishment and maintenance of ongoing identification and evaluation activities to ensure early identification of appropriate special education for pupils of all ages requiring special education. A free and appropriate public education provided within the least restrictive appropriate educational placement in accordance with an individual education plan which shall identify and make provisions for all special education instructional programming, support services and related services the student may require.

    This new publication is created to communicate National Food Service Management Institute (NFSMI) research and projects to you, the Child Nutrition Professional, in reader-friendly terms. Our goal is to help you incorporate state-of-the-art information and procedures into the daily operation of Child Nutrition Programs. We hope this publication will be read, used, and shared by all people interested in the health and well-being of children. The format of NFSMI Inslght is designed to slip easily into a file or a three-ring notebook. This publication will be produced periodically. Please let us know if NFSMI Insight has been helpful and we would be interested in your ideas for additional topics.
    OVERVIEW OF THIS ISSUE
    Children who have a variety of special food and nutrition needs exist in every school district. Studies have shown that most school nutrition managers have at least one child in their school with special needs. The medical conditions reported most frequently include food allergies, diabetes, and a variety of disorders that require modifications to the texture of food. Federal regulations require school nutrition professionals to modify meals for a child with a medical authorization that his or her diet is restricted by a disability. Providing special meals need not be a costly undertaking for school nutrition services. This issue of NFSMI Insight presents recommendations for managing nutrition services for children with special food and nutrition needs These recommendations focus on administrative processes that can reduce labor and food costs.

Suggestions are given to assist dietitians when counseling parents of children with food allergies. The authors suggest that those working with the parents and child consider the severity of the allergy, age of the child, other special dietary needs, and ethnic food preferences.     Bay Catholic Elementary (BCE) School was established in 1976 to provide continuing Catholic education to the students of St. Rose de Lima and Our Lady of the Gulf parishes. BCE serves Pre-Kindergarten three-year old through the sixth grade. BCE has outstanding academic programs and a large computer lab.     May 11, 2005 CANTON, Conn. Since 3-year-old Ryan Taylor was diagnosed with autism last year, his family's living room has been doubling as a classroom where his parents are his teachers. ADVERTISEMENT His face breaks into a huge grin when his mom, Nancy, helps guide his hands while singing "Head, Shoulders, Knees and Toes." The classic childhood game is one of many that helps him learn communication skills. Ryan didn't always learn at home. While he used to receive therapy under the state's Birth to Three program for developmentally delayed children, he grew too old for it and was sent to his local school. When the school couldn't match that program, the Taylors worried Ryan would regress and decided to teach him at home. They also hired a lawyer to begin appealing the school's program. His parents aren't teachers and working with him at home has challenges. "We have found that many ways we think we're being creative, we thought we're doing the right thing, and ... the psychologist will look at us and say, 'You shouldn't have done that,'" Craig Taylor, a former state lawmaker, said. Family advocates say the Taylors' problem is one of many faced by families who have children with developmental disabilities such as autism, Asperger's Syndrome and cerebral palsy. Advocates say the state needs a better system to take care of the children from birth to death.
