Governor Turns State Spotlight On Higher Education In Mississippi
Jackson, Miss. - During a week focusing on education in Mississippi, Governor Ronnie Musgrove introduced members of the Steering Committee for Mississippi's Leadership Summit on Higher Education, who are charged with the responsibility of developing a vision for higher education in Mississippi. The State of Mississippi has been chosen as the first state to hold a Leadership Summit on Higher Education by the Association of Governing Boards of Universities and Colleges (AGB). "The purpose of the Summit is to outline what all of higher education, public and private, two-year and four-year institutions can do to advance the competitiveness of our state and to improve the quality of life of our people," said Governor Musgrove. "We can best do that by bringing together leaders of state government, the business community and higher education to work together to develop a vision for Mississippi's future - economically, culturally, socially and educationally."

  • There are many capable and experienced certified arts educators working in Mississippi’s K-12 schools today. Colleges and university teacher education programs are training the next generation of arts teachers and classroom teachers who integrate the arts. The Mississippi Visual and Performing Arts Framework 2003 (VAPA) is published and in implementation phase! To date, 467 teachers from 67% of Mississippi’s school districts have received training to implement the K-12 arts frameworks. A training DVD for the Mississippi Visual and Performing Arts Framework 2003 was created and then mailed to district superintendents and curriculum coordinators to assist in additional VAPA Framework training.

In the Mississippi Delta, an average of one out of two African-American children is born into poverty; area schools provide meager skills for the 67 to 80 percent of youngsters who graduate from high school and hope to advance economically. If problems like these are common to many parts of the United States, they are compounded in Mississippi, where they embed themselves in racial, social and economic patterns dating back to the plantation era. Some communities where school tensions are acute have, despite the odds, become places of hope and growing cooperation. Grassroots reform efforts are thriving. The emphasis of local organizations loosely affiliated with Southern Echo through MEWG has been to exercise more control over the local and state mechanisms of government and authority. MEWG groups turn to Southern Echo for technological, legislative and organizational training, as well as for legal help. Their priorities, on the other hand, are determined by what each individual community considers most important. Organizing for Change in Tunica County
In the years that followed, the group worked to defeat a proposal by the Tunica County Board of Supervisors to re-register all voters and to delay construction of new schools until existing public school facilities were renovated.

Jeanne Garofalo Jeanne Garofalo has lived in the Ferguson-Florissant School District for 18 years. She lives at 451 Robert Avenue in Ferguson. She has three grown children and two of her grandchildren attend District schools.
Ms. Garofalo taught at McCluer and McCluer North high schools for 27 years and served on the Professional Improvement Committee at McCluer North. She is a retired member of the Ferguson-Florissant National Education Association and served the organization as board member, negotiations committee member and state representative from 1990-94. She has been recognized by the Ferguson-Florissant Board of Education for her work with students.
Ms. Garofalo received a fellowship from the National Endowment for the Humanities for a four-week study of Franklin D. Roosevelt in New York. She holds a bachelor's degree in education and a master's in education from the University of Missouri-St. Louis. She is a member of the Ferguson Traffic Commission and the Florissant Garden Club. SERVE's Policy Program Informs School Reform Process

Problem: Failure of low-performing schools to use promising strategies for closing the achievement gap.
Rationale: Researchers are identifying promising and unsuccessful strategies for closing the achievement gap, but low-performing schools do not have that knowledge.
Strategies for Addressing Problem(s): Work intensively with a low-performing Mississippi district to implement state-approved corrective action plan. Use CSRD schools as models in developing online courses for other schools implementing improvement plans. Problem: Increasing challenge to recruit, develop, and retain quality teachers and principals.
Rationale: Research confirms the importance of teacher and principal effectiveness to student achievement.

Mississippi has passed a law mandating that the phrase "In God We Trust" be displayed in every classroom in the state. As a national motto, we find this phrase on our money and other places throughout the nation. This slogan has been recognized as constitutional when used by the federal government. The latest rendition of that opinion by the United States Supreme Court was in 1989 in the case of Allegheny County v. Greater Pittsburgh ACLU , in which Justice Blackmun recognized the motto as being part of our national psyche. There is even some thought that the motto has lost religious meaning. Certainly Justice Blackmun, writing in Engle v. Vitale , a U.S. Supreme Court case which proscribed state endorsed prayer in public schools, believed that the motto was not an advancement of religion. The test has become whether or not the questioned activity is demonstrating a neutral attitude. The case that set the parameters for analyzing whether a statute is constitutional is Lemon v. Kurtzman

NEWS RELEASES 2001-02 :: JUNE 28 JOHNSON NAMED MISSISSIPPI'S STATE SUPERINTENDENT OF EDUCATION Dr. Henry Johnson, one of the driving forces of North Carolina's school improvement efforts, is leaving North Carolina to become State Superintendent of Education in Mississippi. Kenny Bush, chairman of the Mississippi State Board of Education, made the announcement today. Johnson, who has been Associate State Superintendent for Instructional and Accountability Services at the N.C. Department of Public Instruction, replaces Dr. Richard Thompson. Thompson is returning to North Carolina to join the University of North Carolina System. He was formerly the Deputy Superintendent in North Carolina. State Superintendent Mike Ward said of today's announcement, "The State of Mississippi has selected an outstanding new State Superintendent. Dr. Johnson is one of the nation's most innovative school leaders, and I'm confident he'll be a driving force for school improvement in that state. He'll be sorely missed in North Carolina, but we're proud that one of our educators has been chosen for such an important role. On behalf of the North Carolina State Board of Education, Chairman Phil Kirk expressed happiness for Johnson and sorrow for the state. "Henry Johnson has provided steadfast leadership for our state's massive school accountability and improvement efforts. We will miss his guidance, but this is a wonderful opportunity for him and for Mississippi. We cannot thank him enough for all that he has done to improve our schools."
