    MEREDITH TO ACCEPT NEW HIGHER EDUCATION POST IN MISSISSIPPI
    ATLANTA (July 21) University System of Georgia Chancellor Thomas C. Meredith today announced that he has accepted the position of commissioner of higher education for the State Institutions of Higher Learning, after the body's 12-member board of trustees acted this morning at their headquarters in Jackson, Miss., to approve his appointment. Meredith will assume responsibility this fall for the eight-campus system of public higher education, which serves 66,000 students. Meredith has served as chancellor of the University System of Georgia since January 2, 2002, when he assumed the post after serving as chancellor of the University System of Alabama, which he joined in June 1997. Meredith has held higher education positions in Mississippi in the past, so the new appointment takes him back to a state he loves and knows well. He previously served as vice chancellor for executive affairs at the University of Mississippi, from 1987-88, and adjunct professor of higher education and executive assistant to the chancellor from 1984-1987. Meredith also served as an academic programs officer and as an associate director for programs and planning for the Board of Trustees of State Institutions of Higher Learning from 1974-1981. In addition, Meredith's wife, Susan, is a native of Mississippi.

The rural African-American communities of the Mississippi Delta were slow to see the gains that were being made by the civil rights movement in the late 1960s. Delta residents had been disenfranchised for so long that when members of the Student Nonviolent Coordinating Committee (SNCC) first came to the area to carry out a voter registration project, they were met with great skepticism. SNCC's early grassroots organizing activities helped to build a sense of power and potential for change, however, that enabled people to tackle the deeply ingrained inequities and racial discrimination that their poverty-plagued rural communities had experienced for decades. A newly recognized sense of capacity to bring about social change inspired residents to create a permanent institution - a community development corporation (CDC) - that would build upon the gains made by the civil rights movement.

The centerpiece of MACE's mission is human development. Because of inadequate education and training opportunities, many residents of the Delta are uncompetitive in the job market. In order to build human capacity in the region, MACE runs a number of educational programs, including high school equivalency and literacy classes. In addition, MACE offers programs that help parents to make their homes an educational and nurturing environment for their children. These social services focus on the entire family, rather than one member. As Larry Farmer points out, "What we're trying to demonstrate is that there is an interrelationship of people's problems. If we're talking about family literacy and we're going to teach the child, then why shouldn't we teach the mom? Doesn't the mom play a role in the education of her child?"

MISSISSIPPI FREEDOM SCHOOLS: New Houses of Liberty I asked for your churches, and you turned me down, You will not speak for fear of being heard, But tomorrow surely will come, And your enemy will still be there with the rising sun, Freedom School pupil in McComb, Mississippi Ralph Featherstone, a 25-year old Negro speech teacher from Washington, D.C., is director of the McComb Freedom School. Featherstone explains that the opening of the school was delayed for two weeks after three civil rights workers disappeared in Philadelphia, Mississippi and advance scouts prepared the way in the dangerous Southwest area of Mississippi. Now the registration in McComb is up to 105,with a daily attendance of 75. Many of the students are the younger brothers and sisters of the 110 high school students who walked out of school when four of their number were arrested on a sit-in charge at the Greyhound bus station in 1961. them The McComb school started in the backyard of the SNCC Freedom House a week after it was bombed. For one week, students conducted classes in the blistering heat only yards away from the spot where three explosions ripped away one wall. Now they are in a church. The Hattiesburg Freedom School system (there are five) has the highest registration and the most varied curricula in the state. Some 575 young people and adults attend morning and evening classes in the usual academic subjects, plus music programs, discussion groups, slide exhibitions, and art classes. Three of the five schools are putting out a newspaper, and Mrs. Carolyn Reese, a Negro Detroit school teacher and administrator of the Hattiesburg Freedom Schools, reports that the other two will begin putting theirs out soon.

Print Mississippi received $1,647,038 in federal funding for abstinence-only-until-marriage programs in Fiscal Year 2003. Mississippi Sexuality Education Law Schools are not required to teach sexuality education or sexually transmitted disease (STD)/HIV education. If schools choose to teach either or both forms of education, they must stress abstinence-until-marriage. In addition, monogamous heterosexual relationships must be presented as the only appropriate place for sexual intercourse. Local school boards must authorize sexuality education instruction and each school must be in compliance with local regulations. If the school board authorizes the teaching of contraception, state law dictates that the failure rates and risks of each contraceptive method must be included. Mississippi sexuality education law also dictates that if homosexuality is taught, it must be presented as "unnatural and dangerous" and be discussed within the context of Mississippi's law outlawing sodomy. Parents or guardians must be notified of any sexuality education instruction and have the ability to remove their children from any or all sexuality education classes. This is referred to as an "opt-out" policy.

What Does the School Board Do?
(Page 1 of 1) The school board sets the vision for the school district and the decisions they make at their monthly meetings make a difference for your school. By GreatSchools.net Staff The word "public" in public school refers to the fact that it is the citizens themselves who control the public schools. In most states, they do this in part by electing a school board ofdepending on the size and configuration of the districtthree, five or seven members who must be residents of the school district. The most important thing a school board does is to establish a vision for the community's schools that reflects a consensus of the board, community and district staff. The school board has a wide variety of additional responsibilities, such as adopting a balanced annual budget and issuing interim financial reports, adopting the school calendar, negotiating contracts with employee unions, approving curriculum materials and closing or constructing schools.

Source: ERIC Clearinghouse on Disabilities and Gifted Education Reston VA. Gifted preschool, elementary, and secondary school children have very limited protections under state and federal laws. By contrast, children and adults with disabilities have, under federal statute and in turn under state law accepting federal provisions, comprehensive protections in the following areas not yet applicable to the gifted: identification for screening and program admission or eligibility purposes, educational or other institutional and related services, employment policies and practices, architectural barriers in and about public buildings and transportation facilities, and other civil rights protections. Parents, educators, and other concerned adults involved with gifted children should know the legal framework in which the education and related services are set forth. The Jacob K. Javits Gifted and Talented Students Act of 1994 was not established by Congress to protect the legal rights of gifted children, but rather to provide for model programs and projects. In contrast, the Individuals with Disabilities Education Act of 1997 does give extensive legal rights to persons with disabilities.
