The Bureau now serves as a central repository for information on missing children. The Bureau collects, compiles and disseminates information to assist in finding missing children. The Bureau is responsible for obtaining dental records of persons who have been missing for thirty or more days, compare new student records with reports of missing children, and review each missing person report submitted and canceled by every law enforcement agency in Colorado. April 1, 2002 the Governor signed HB1083 -Colorado Amber Alert Plan. The Missing Children Unit is responsible for the coordination of this Plan. The Missing Children Unit provides the following services:
  • Communication: By utilizing the systems of the Colorado Crime Information Center (CCIC) and the National Crime Information Center (NCIC), the Unit maintains communication with national and state missing person reporting systems, the National Center for Missing and Exploited Children and other State Clearinghouses.

SUFFER THE MISSING CHILDREN? Taxpayer dollars continue to disappear while children don't. By Tadd Wilson On April 18, 1993, Attorney General Janet Reno approved the ill-fated federal raid in Waco, Texas, apparently because an unidentified FBI agent told her that "the Branch Davidians were beating babies," Reno said. More than 80 people, including 22 children, were killed during the raid. Two years later, Reno wants to help the children again, this time by forming a new federal task force to "coordinate the delivery of federal services to missing children and their families." Those services include a national hotline, FBI investigations, searches conducted by U.S. Marshals and Customs officers, and parcel inspection by the U.S. Postal Service. The task force is composed of administrators from the FBI, the DEA, the Secret Service, the Customs Service, Health and Human Services, and the Defense Department, as well as several Justice Department offices. The vice president of National Center for Missing and Exploited Children (NCMEC), co-host of the attorney general's announcement, will also sit on the task force. While any effort on the part of government to improve performance and allocate resources more efficiently must be applauded, the figures used to justify the extension of the federal government's reach in law enforcement are questionable at best. The Department of Justice estimates that "440,000 children are lost or otherwise missing each year, including children abducted by a stranger or acquaintance; children abducted by a parent or family member; and children who are abandonedthrown awayor told to leave home." It also says that "450,000 children and young people run away from home every year." However, the attorney general's figures describe an epi demic that doesn't exist.

This program, sponsored by the Office of Juvenile Justice and Delinquency Prevention (OJJDP), U.S. Department of Justice, provides training and technical assistance to private nonprofit agencies to improve programs relating to missing and sexually exploited children. Its activities include:
  • Assisting agencies with questions regarding fundraising, personnel and financial management, networking, grant writing, and prevention services.
  • Sponsoring national conferences and training sessions to fulfill individual agencies' needs.
  • Providing telephone and mail technical assistance for information regarding reunification, referral, prevention services, and other concerns.

Children's Organizations The number of children's organizations in Taiwan is growing continuously, and today include the Children's Welfare League, Chinese Children's Fund, Association for Assisting Abused Children, and Committee for Assisting in the Recovery of Missing Children to name but a few. In the most general sense, the mission of these organizations is to promote awareness of issues relevant to children's welfare and protection of children's rights as well as to encourage concern for children in society and provide children with a better growing environment. While the rising concern and care for children is worthy of praise, children's organizations are still insufficient in size and number to effectively solve the many issues facing our youngest citizens. It will require the collective talents of us all to insure that we give our kids an even better world in which to grow and develop.
