In response to the concern for missing children in Florida, the 1982 Florida Legislature appropriated funds to the Florida Department of Law Enforcement for the establishment of the first state Missing Children Information Clearinghouse (MCIC) in the nation. The program provides liaison among citizens, private organizations and law enforcement officials regarding missing children information. The MCIC is located within the Division of Criminal Justice Information Services and is a central repository of information regarding missing children. The information is collected and disseminated to assist law enforcement agencies, public and private organizations and the citizens of Florida in locating missing children. The MCIC is utilized as a resource center and information exchange service, and complements the state and federal computerized missing persons files. T
he level of independent, organized volunteer involvement is dependent on previously available resources. In the best-case scenario, most tasks will be outsourced, the case will have a speedy, safe resolution and you can take pride in your participation. However, as you work toward a quick recovery assess your resources and consider the steps that will be necessary if the child is not quickly recovered, so that you may seamlessly move the volunteer agenda forward without wasted time or energy.
If the missing child is not recovered quickly and you have to create a fully functional, multi-tasking volunteer center in quick time, you will have to start fitting the pieces of the puzzle together so that you establish a viable business enterprise with defined goals. This is a very good time to begin logging your progress and decisions on a computer so that they are easily referenced later on, through simple journal notes or more complex databases and spreadsheets.

EVANSTON, Ill. (January 12, 2000) — For families of missing children, nothing rivals the reach of television for publicity that might bring their loved ones home, but nothing rivals the expense, either. The Lost Children's Network , a Dallas-based nonprofit organization that publicizes missing children's cases on the air, spent tens of thousands of dollars to broadcast five 30-minute national TV programs and 500 30-second local spots last year. Almost every penny went to buy airtime.
With no formal membership or professional fundraisers, the group uses various alternative methods to finance its efforts. One important source is iGive.com, an online shopping portal that donates up to 20 percent of every purchase made from any of 172 participating merchants to the charitable cause of the shopper's choice. Prices are the same as or better than other online channels, so there is no extra cost to consumers.
Simply by asking supporters to do their everyday online shopping at www.iGive.com/lostchildren, the Lost Children's Network raised more than $2,000 in a very short time. Randy Smith, the group's founder and president, estimates that half of the 550 givers who have participated to date are grappling with missing children situations themselves.

Chapter 4 The more people who know that your child is in danger and what your child looks like, the better the chances are that someone will recognize your child and report his or her whereabouts. Claudine Ryce Distributing pictures of and information about your missing child is an essential part of the search and recovery process. During the first 48 hours, it is critical that recent pictures of your child and facts pertinent to the disappearance be given to law enforcement, the news media, and nonprofit organizations and agencies. Physical traits and personality characteristics should also be described as specifically as possible. This chapter contains important tips about photo and flier distribution and can guide you through both the short- and long-term process. Photo and Flier Distribution: The First 48 Hours Search for the most recent pictures. Don't look for pictures in your scrapbook. See if your camera has undeveloped film in it, and if so, take it to be developed. Ask family members and friends if they have recent pictures or videos of your child from a birthday party, holiday celebration, sports event, or school outing. Almost always, your child's school will have a copy of the latest school picture or will be able to tell you the name and telephone number of the school photographer. Even a passport picture, school identification card, or driver's license is better than nothing. Pick out pictures that most resemble your child.

These agencies can provide information, assistance with photo and flier production and distribution, referral services, and investigative resources to you, your family, and law enforcement. Private Resources National Center for Missing and Exploited Children (NCMEC) NCMEC serves a variety of functions:
  • Distribution of pictures and posters of missing children nationwide.
  • Provision of information and technical assistance to citizens.
  • Provision of training, technical assistance, and technical support to State missing children's clearinghouses and to State and local law enforcement agencies.
You can call NCMEC to get copies of its intake and release forms mailed or sent to you via fax and to get information on how you can have a color picture of your child posted on NCMEC's Web site, distributed to NCMEC's photo partners, and printed on fliers for you to distribute. NCMEC also manages and coordinates Project ALERT (America's Law Enforcement Retiree Team), a free consultation service on missing children cases for law enforcement agencies.
