Missing man's case a puzzle since '01
Family keeps hope despite few clues
By Larry Fisher-Hertz
Poughkeepsie Journal
On a cold January night nearly three years ago, Anthony Urciuoli Jr. told his parents he was going out to shoot pool with friends and would be back in an hour or two. No one in the family has seen him since, and police say they haven't been able to determine whether the 31-year-old Town of Poughkeepsie man is dead or just decided to leave town. ''I sympathize with the family it would tear me up if it were my son,'' town Detective Michael O'Dell said. ''There's no concrete evidence either way,'' O'Dell said. ''You can make a case that he's dead, and you can also make a case that he decided to run from something.'' Urciuoli's parents, Sandra and Anthony Urciuoli Sr., have tried everything they can think of to find out what happened to their son. They've offered reward money. They've hired private detectives. They've appeared on the John Walsh and Montel Williams talk shows, and they've consulted with psychics. ''We've learned nothing,'' Sandra Urciuoli said last week.

Investigations regarding missing persons present a genuine challenge to law enforcement professionals. Fortunately, public awareness and concern about missing persons continues to grow, especially as it relates to missing children, persons who are mentally and physically impaired, and suspected victims of foul play. The Los Angeles Police Department will investigate all persons reported missing until the person is found or determined to be a voluntarily missing adult. For more information about Missing Persons investigations in the City of Los Angeles, browse through the sections below.

The CrimeWeb Network currently provides six major alerts: Missing Child Alert
This feature allows law enforcement agencies that subscribe to the CrimeWeb clearinghouse to instantly upload photographs and information regarding missing children directly to the CrimeWeb site. The information is then instantly disseminated all citizens, news media organizations and law enforcement agencies who have subscribed to the CrimeWeb site and have requested information for events in the area in which the incident occurred.
Law enforcement agencies, which utilize the CrimeWeb mobile data application, have the added capability of instantly entering information directly into the CrimeWeb clearinghouse site from the police vehicle (or other locations in the field). The in-field alerts generated by law enforcement are transmitted wirelessly to the CrimeWeb site, where they are immediately disseminated to citizens, news media organizations and other law enforcement agencies in the same manner as alerts entered from a desktop PC.
The notification sent also contains the email address for the submitting law enforcement agency, or the investigator assigned to the incident. This email address provides a direct link between the CrimeWeb users and the law enforcement agency to allow information regarding the incident to flow in both directions.

Cindy and Bob Ross Column: Police need training for missing adult cases By Cindy and Bob Ross

For The Post-Crescent
In March, Barb Nelson, program specialist for the Criminal Justice Division at Fox Valley Technical College, invited us to the University of Notre Dame to observe a national training program for law enforcement officers. The focus was to teach officers the importance of timely initial response and proper investigative processes in missing adults cases. FVTC was selected by the National Center for Missing Adults in Phoenix to provide this national training program. Why were we invited? Last November, our beautiful 20-year-old daughter, Christina, was missing for 2½ days and then found murdered in her car. Several officers from local law enforcement agencies have attended this training, including Lt. Ron Brouchard and three detectives from the Menasha Police Department.

What Causes Missing Teeth?
Missing teeth are one of the most common developmental problems in children. Nearly 20% of the U.S. population has congenitally missing third molars, 3.4% has missing second premolars, and 2.5% has missing upper lateral incisors. The adult teeth are more frequently affected than the baby teeth. Absence of baby teeth occurs in 0.5% to 0.9% of the population. As a rule, when a baby tooth is missing, its permanent counterpart will also be absent.
Missing teeth (tooth agenesis) can occur in an isolated fashion, or as part of a syndrome. Isolated cases of missing teeth can be familial or sporadic in nature. Familial tooth agenesis is transmitted as an autosomal dominant, autosomal recessive, or X-linked genetic condition. In addition, there are more than 49 syndromes which are associated with tooth agenesis.
Specific terms are used to describe the nature of tooth agenesis. Oligodontia is the lack of tooth development of 6 or more permanent teeth, without an associated systemic disorder. Hypodontia is the absence of 6 or less teeth, but is usually part of a more complex set of developmental problems. Most cases of tooth agenesis involve hypodontia.
Researchers have recently discovered a number of genes and gene products which control communication between and within the cells that are necessary for tooth formation. These gene products are chemicals (proteins) which either affect the DNA on the chromosomes, or function as extracellular messengers. Examples of DNA control genes are MSX-1 and MSX-2. Examples of extracellular signals are bone morphogenetic proteins and fibroblast growth factors.

113. What Is A Missing Person?
or is transient and has no permanent location. In these cases the person isdetermined to be a Voluntary missing Adult, and the case is closed.
http://www.sjpd.org/WhatisaMissingPersons.cfm
What is a Missing person? What is a Missing Person? A person is considered missing when someone reports to the police that they are not reasonably aware of the whereabouts of the missing person. The reason for the person being missing can be due to a variety of circumstances. The person could be missing due to being:
  • A runaway Abducted Lost Unknown Circumstances
All police departments are required to take a report of a missing person. There is no requirement that a time limit needs to expire prior to the reporting of a missing person. Every report of a missing person is assigned a detective from the Missing Persons Unit. That detective has the primary responsibility to investigate and manage the case. The police department that has jurisdiction in investigating a missing person case is the department that has jurisdiction over the residence of the missing person. If a person lives in another city and becomes missing while visiting San Jose, the reporting person can make a missing report with San Jose Police. San Jose Police will ensure that that person is entered into the national Missing Person System and police radio broadcasts are made. An initial investigation may be started as appropriate. If the person is not located the case will be transferred to the agency that has jurisdiction. The San Jose Police Department will assist that agency with the investigation as requested. Once a missing person is located that person will be removed from the national database and the case will be closed. In some cases a person is reported missing and the investigation reveals that the person is either purposely keeping their whereabouts secret from the reporting person, or is transient and has no permanent location. In these cases the person is determined to be a Voluntary Missing Adult, and the case is closed.
