Executive Summary
February 25, 1994 Higher education accounts for 13 percent of Minnesota's budget and involves more than 300,000 students at campuses throughout the state. For every 1,000 residents, Minnesota has more students enrolled in postsecondary schools than in the nation as a whole, and enrollees are much more likely to receive state support in the form of grants. But in recent years, despite state taxpayers' substantial funding, the cost to attend college has increased so much that many students and their families have difficulty affording higher education. The Legislative Audit Commission directed our office to study tuition and student financial aid, focusing on these questions:
  • How fast has tuition for Minnesota higher education systems grown since the early 1970s, and how do tuition rates and trends for Minnesota institutions compare with national averages?
  • What are the main reasons for tuition increases in Minnesota? To what extent does expenditure growth explain the increases?
  • How is state grant money allocated to individuals in coordination with federal Pell grants, and what are the state's goals for the grant program?

Courtesy of Pipestone County Museum and National Register Collection In 1892, the first Pipestone Indian School building was finished. Children began arriving from all over the Midwest from such tribes as the Dakota, Oneida, Pottawatomie, Arickarree, Sac and Fox. As was typical of federal Indian vocational schools, students usually spent half their day in the classroom and the other half learning occupations such as farming, blacksmithing, masonry, carpentry, cooking, baking, and nursing. The training of students in these industrial skills was resented by many Indians who saw this essentially as menial chores. As government programs changed, funding decreased, and the role of the Indian school diminished until 1953 when the school was closed. When Southwestern Vocational Technical Institute opened in 1976, nearly all of the original Indian School buildings were removed or destroyed. However, the Superintendent's Residence survived and was used as a private residence until 1983. Since that time the building has been the property of Minnesota West Community College (although the name has been changed several times) and used for storage.

Number 3-21 TRANSFER CREDITS FROM TECHNICAL SCHOOLS 1. Winona State will grant transfer academic credit to students who have successfully completed a program at: a. Minnesota Technical Colleges b. Wisconsin Technical Colleges c. Iowa Technical Colleges/Institutes d. Accredited trade or technical schools listed in "Transfer Credit Practices of Designated Educational Institutions" a publication of the American Association of Collegiate Registrars and Admissions Officers. e. Other accredited proprietary schools provided the student documents to WSU that the school is officially accredited by a regional accrediting agency; such as, North Central (NC) or National Association of Trade and Technical Schools (TT). 2. Transfer credit will be awarded as follows: a. No credit will be awarded unless the vocational program has been satisfactorily completed. b. Twenty-four (24) credits will be recorded for the completion of a one-year (9-12 month) program.

Instructors are so fixated on the idea that many are always actively looking for equipment and simulators to add to their lab. But the key may be to get those students out of the classrooms and labs, and into the community. One hvac instructor, known only as Lindy to his peers, has seen the value in taking the curriculum outside the school walls.

Scholarship awarded to academically outstanding Hispanic students.

The Upper Midwest Chapter of the National Academy of Television Arts and Sciences
offers five $2,000 scholarships for high school seniors interested in careers in television, broadcasting or electronic media. Must have applied to four-year college or university offering curriculum in these areas, have a 3.0 grade point average and demonstrated leadership qualities. Application deadline: March 15, 2003.
The Page Education Foundation

Vocational Rehabilitation Program - Program Profile
Purpose
This program is the state's comprehensive, statewide program that assists persons with significant disabilities to seek, gain, and retain employment. Customers and Services
Customers (consumers) are persons with severe disabilities; their disability causes serious functional limitations in one or more important areas of life activity and they require multiple Vocational Rehabilitation (VR) services over an extended period of time to achieve an employment goal. At the time they apply for services, 48.5 percent of VR consumers are receiving public support. Services are coordinated by 175 VR counselors working out of the state's WorkForce Center System and delivered to program participants through a strong partnership of public and private providers. Services include assessment, vocational evaluation, training, rehabilitation counseling, assistive technology, and job placement. Measures - Reporting period is federal fiscal year (FFY), October 1 - September 30
