Purpose
The purpose of this project is to examine alternative teacher certification practices impacting career and technical education (CTE) teachers at the secondary school level. The project will also examine the teacher induction processes designed for new alternatively certified CTE teachers. Specifically, is the induction process the same for all teachers, traditionally certified and alternatively certified? Further, are the induction needs and professional development needs perceived to be different for the two groups of CTE teachers? A final item of interest is the persistence of CTE teachers related to the teacher certification option.

This project will examine alternative certification and induction practices impacting career and technical education at the secondary level. The objectives of this project are to:

Scott is originally from Minnesota, and earned his Bachelor's Degree in Communications and Sociology from Bemidji State University in northern Minnesota. He then completed a Master's Degree in College Student Personnel from Western Illinois University.
Scott has been working at Missouri State University for 8 years, and has been in the Teacher Certification Office since July 2002.

BEYOND 180 DAYS Carl G. Foster and Emma Gabel IN RURAL NORTHEASTERN ARIZONA, the Chinle Agency is one of five Bureau of Indian Affairs sites responsible for the education of the Navajo Tribe's kindergarten through high school age population. Ten schools are strategically located with the Agency's 850 square mile boundary and offer a variety of programming to 2,800 students during a 180-day school year. A teaching staff of 120 implement a pretest/posttest curriculum during a six-and-one-half-hour school day. Nine special education teachers and 12 education aides instruct 263 exceptional students in 11 resource and two self-contained classrooms daily. A "related service" staff of a school psychologist, an educational diagnostician, a speech pathologist, an occupational therapist and two speech/occqpational therapy technicians continuously service the special education classrooms. An Agency-housed Special Education Office staffconsisting of a child find technician, a secretary, a budget technician and a coordinatorsynchronize program offerings. The Special Education Office yearly surveys the Agency's schools to ascertain program strengths and weaknesses. The SY-84 questionnaire investigated parental involvement in special education, regular educator understanding of special education practices and procedures, exceptional student achievement and teacher certification. Results of this survey reported that parents had minimal knowledge of their child's special education program and regular educators expressed difficulty teaching the mainstreamed exceptional child.

M ore years ago than she cares to count now, something magical happened to Rhoda Stroud. In a second-grade classroom in Des Moines, Iowa, a remarkable teacher named Doris Killenger saw potential in mouthy little Rhoda. With encouragement, high expectations, an occasional scolding and a heap of books, the teacher began shaping that diamond inthe rough. From that moment, Rhoda knew what she wanted to do for the rest of her life. She wanted to be Mrs. Killenger. She wanted to be a teacher. For more than 25 years, Stroud has been "living her heart's desire" teaching in elementary school classrooms, loving every draining day. "I think a child should have, at least once in their life, a teacher who really wanted to be there," said Stroud, who teaches fifth grade at Webster Magnet School in St. Paul and was Minnesota's teacher of the year in 1991. It is her passion for teaching that made her words to the House K-12 Education Finance Subcommittee on Oversight and Efficiency on Thursday seem so weighty. These days when people ask her if a life in the classroom is a rewarding profession, if it's one they should pursue, she hesitates, thinks long and hard before answering.

The system is broken. Fix it. That, in essence, is how you responded to April's question: "What do you think of teacher certification?" But fixing something this complicated won't be easy as your answers show. And not everyone agrees on how much overhaul is needed. Though almost 24 percent of you favor scrapping your state's current certification system, the majority, almost 59 percent, want to transform it by opening up new avenues for "nontraditional" candidates. (More than 17 percent favor leaving things alone.) "I would like to say, 'scrap the entire system,' but know that this will not happen," said a Kansas superintendent. "I am among those who think that the college and university certification programs need a major overhaul. Once a person has proven himself/herself in business or some needed area, a very simple certification process should be available no Mickey Mouse classes just get him/her in the classroom!
