Teacher Certification. ERIC Digest 11.
Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.

ESL Teacher Certification. ERIC Digest.
English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Holly Zanville, Associate Vice Chancellor for Academic Affairs, and Andrew Duncan, Director, the Southwestern Oregon University Center conducted the study. The study's key purposes were to:

Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Academics Elementary and Early Childhood Education Program Early Childhood Education Program The early childhood education major prepares student to work in inclusionary programs serving children from infancy to 8 years old. Jamie Thompson, a former chemical engineer, now uses her science experience to teach high school students. (MPR Photo/Tim Pugmire) In the last month, Gov. Tim Pawlenty has issued a series of education proposals that have put teachers and students on notice that he expects higher achievement in the classroom. His ideas for shaking up the system include suspending driver licenses for truant students and awarding bonus pay to what he calls "super teachers." The "super teachers" plan also includes a provision to offer more alternative routes to the teaching profession. It's not a new idea - even here. Nearly every state, including Minnesota, offers some kind of alternative teacher certification. But the administration says the current options aren't sufficient to meet future teacher shortages.
