    The Minnesota Department of Human Services (DHS) is giving its Bull data warehouse a workout. These include federal and state programs, such as Medical Assistance, General Assistance Medical Care, and MinnesotaCare; as well as smaller health care programs such as Home and Community Waivered Services and the Alternative Health Care Program (helping older Minnesotans with home health services); and the Minnesota Senior Drug Program and the Minnesota Senior Health Options (helping seniors in the state).

    Congress Narrows Medicare Geographic Disparity
    Minnesota seniors may finally get some relief from paying Medicare premiums that are among the highest in the country. In December, Congress passed legislation that sets minimum Medicare managed care reimbursement rates to help abate disparities in cost, type, and variety of medical services available to beneficiaries nationwide. Congress also expanded Medicare coverage for a number of preventive services, including pap smears, pelvic exams, and colonoscopies for average-risk individuals. Medicare now has a benefit that includes advanced mammogram technologies and medical nutrition therapy services for beneficiaries with diabetes or renal disease. In the same bill, Congress directed the U.S. General Accounting Office to study the appropriateness of physicians offices providing specialist services ordinarily furnished in hospital outpatient departments. The new Medicare payment rates, which go into effect March 1, will affect Minnesota counties differently. Counties in metropolitan statistical areas with populations of more than 250,000, will receive minimum monthly payments of $525. For counties located outside metropolitan statistical areas, the minimum rate will be $475. This translates into a 9 percent increase for Ramsey County, a 12.5 percent increase for Hennepin County, and 26 percent increases for Scott, Sherburne, and Wright counties over previous 2001 rates in effect in January and February.

    Mardag Foundation Supports Youth, Family and Seniors in Northern Minnesota The Mardag Foundation's latest grants included support for several projects benefiting youth, families and seniors in northern and central Minnesota. The St. Paul-based foundation gave a $75,000 capital grant to the Northwoods Coalition for Battered Women, Inc. , to help fund construction of a new shelter. The organization is the primary service provider for battered women and children in seven northern Minnesota counties, including three American Indian reservations. It has long faced chronic overcrowding and immediate renovation needs in its current emergency shelter. The new, handicap-accessible facility will accommodate 15 residents with seven rooms; double the space available for staff offices, meetings and storage; provide areas for children's educational and recreational programs; and provide privacy for women receiving services. The Northwoods Interfaith Volunteer Caregivers Program , Bemidji, received $25,000 from Mardag for the Senior Care Outreach and Coordination Project, which will help elders develop a personal care plan so they can continue to live independently. Northwoods provides seniors and other disadvantaged people with support services including transportation, respite care, adult day services and skilled nursing services. Through its partnership with 18 congregations and 125 volunteers, the program provides 350 seniors with 640 hours of service monthly in Beltrami County and portions of surrounding counties.

    Seniors, Kids and Minnesota State Patrol Day is scheduled for Monday, Aug. 29. Seniors ages 65 and over and kids ages 5-12 will be admitted for only $4. The Minnesota State Patrol will be on Wright Avenue. Also that day, the 50 Year Award ceremony, honoring individuals with 50 years of fair participation, will be held at 5 p.m. in Heritage Square.
    Red Hot Cars and Red Hat Day, Sunday, Aug. 28 will feature Minnesota Street Rod Cars and special events for our Minnesota senior ladies donning red hats and purple clothing.
    On non-seniors days, seniors will be admitted to the fair for $8, a savings of $1 off the regular admission price.
