This section reviews literature, research and helpful resources pertaining to older adults as well as emerging intergenerational issues. Vital aging addresses issues of lifelong learning and maintaining civic engagement. It also touches upon topics concerning seniors and health such as long-term care and the financial aspects of providing health care to the aging population. Intergenerational issues arise in multi-generational family situations such as grandparents raising grandchildren and also in fostering relationships between the young and the old. The Vital Aging Network The Vital Aging Network (VAN) provides an informal forum for individuals and organizations, who may have different priorities, to share information, build partnerships and work collaboratively. Their common purpose, expressed through the Vital Aging Network, is to promote self-sufficiency, community participation and quality of life for and with seniors through education, advocacy and leadership development.

Eight communities in Minnesota are taking advantage of a new Minnesota Housing Finance Agency (MHFA) loan program for development of accessory apartments in single family homes. Under the MHFA program, loans up to $15,000 are available, with 15 years to repay, at interest rates varying from 3 to 11 percent, depending on the homeowner's income. Accessory apartmentsindependent units with kitchen, bath and living facilities created within a single family dwellinghave been widely discussed as one new solution to the housing problems of the elderly, especially those who are ill or living alone. An elderly homeowner can either rent the unit to a tenant, who may also provide companionship and homecare services, or move into the new unit, leaving the rest of the house for a son, daughter, or another younger person's family.

Tim Pawlenty's proposed budget cuts. Pawlenty's plan to fix the state's $4.2 billion budget deficit includes elimination of state funding for a number of senior services, including the Foster Grandparent and Senior Companion programs.

TRIAD and SALT
What is TRIAD? TRIAD is short for The Right Information And Direction. It is responsible for the formation of the Cass County SALT Council (Seniors and Law Enforcement Together). A joint resolution indicates concern for the plight of older Americans and the advantages of involving seniors in appropriate volunteer tasks within law enforcement agencies. TRIAD developed from a concern about the unmet needs of seniors, who are a rapidly increasing segment of the population. It provides public education and local projects to meet these needs. Locally, TRIAD consists of Senior Citizens, the National Sheriff's Association, and Service providers. TRIAD functions on the national, state, and local levels, doing real work at the local level. It aims to meet the following goals and objectives:
  • Recruit Senior Volunteers Identify Community needs Implement initiatives through TRIAD Interview seniors and identify problems Assist with problem solving Design programs for acceptable solutions.

Minnesota Senior Health Options (MSHO)
Project Overview
Introduction MSHO integrates Medicare and Medicaid financing and benefits and acute and long-term care services in a market-based managed care delivery system under a Medicare+Choice (M+C) contract between the federal government and the State of Minnesota. The State of Minnesota contracts with health plans to provide and manage health care and support services for seniors age 65+ in the seven-county metro area and in three rural counties in Minnesota. MSHO provides individualized care coordination to meet the chronic care needs of seniors. In September 2001, the state expanded the MSHO model to enroll people from 18 through 64 with physical disabilities in a program called Minnesota Disability Health Options (MnDHO). Nationally, MSHO is the first and largest state-sponsored demonstration that integrates Medicaid and Medicare for people in all settings. As a model that shows promise of meeting the chronic care needs of aging baby boomers, MSHO has attracted the interest of other states, providers, researchers, national organizations such as the American Association for Retired People and National Governors Association, and even other countries. Development of MSHO has been supported by grants from the Robert Wood Johnson Foundation. Minnesota participates in the RWJF Medicare and Medicaid Integration Project (MMIP) a 10-state initiative focused on improvement of chronic care and administered by the Center on Aging, University of Maryland.

LSS Senior Nutrition is a program of Lutheran Social Service of Minnesota that serves all seniors regardless of race, color, creed, religion, national origin, sex, sexual orientation, disability or age. LSS Senior Nutrition is funded in part with federal funds through the Older Americans Act which is administered by the Minnesota Board on Aging through the Area Agency on Aging in Regions 1, 2, and 5. LSS complies with the Civil Rights Acts of 1964.

Senior Nutrition provides nutritious, low-cost meals for seniors 60 years or older. We assist Minnesota seniors in living healthy independent lives. Meals are provided at Congregate Dining Centers, Diners Clubs, or delivered to homebound seniors by volunteers. There is no income criteria. Seniors can sign up for these programs themselves, or may be referred by a county agent or family member.

Senior dining escapes state cuts By Paul Maravelas Despite a 15 percent cut in state funding that took effect last July, senior dining and Meals on Wheels programs continue to provide regular service to those 60 years of age and older throughout Minnesota. The funding cut has been absorbed through increased contributions from clients, from local funding, and from cuts made in local program administrations. The nutrition programs are funded by the state and federal government, by the seniors who use them, and local contributors. Most of the funding is federal. For this reason, the state's 15 percent reduction didn't have much of an impact for Minnesota's senior nutrition programs. In McLeod County, the funding cut won't have a visible effect on senior dining or Meals on Wheels, though it's too early to tell if the cut will have a ripple effect, said Kate Selseth, director of the Mid-Minnesota Area Agency on Aging. Closure of under-used meal sites will probably be the first sign that the funding reduction is affecting services, Selseth says.

For more information on these programs, please select the appropriate link from the menu on the left. Our focus is to help Americans, aged 60 and older, in our three county area to remain healthy and independent, as long as possible, in their homes and/or communities. Our programs are able to help those of all incomes. We receive funding from our local SE MN Area Agency on Aging, United Ways, local funding programs, state funds, and donations from individuals.
  • Meals on Wheels ( Home Delivered Meals Family Caregiver Advocacy Program provides information on services that are needed as we age, assists caregivers and seniors with access to services to assure their family members can "age in place" and provides resources and information to caregivers to assure they receive the support they need. Local community involvement and service development in our counties, Goodhue, Rice and Wabasha. In 2003 we are working on a Chore Service Program for Rice County and are the lead agency for the Goodhue County Family Caregiver Collaborative.
