Congressman Hoekstra and Members of the Committee, Thank you for coming to Minnesota and inviting me to testify on the charter school system in our state. Charter schools have become a choice for parents and children within the public school system. Let me begin by giving you a brief history of charter schools in our state. As you may know, the idea for charter schools began in Minnesota in 1991. When first suggested, the program was politically contentious. Teacher unions and many school districts claimed that charter schools would destroy public education. Among the concerns sighted was the fear elitist schools would develop, siphoning off the best and brightest students. Another was the idea that charter schools were an attempt to break up the teacher unions. An argument was also made that if charter schools could be free of many of the regulations and mandates, why couldn't all public schools have the same exemptions. School boards also were concerned that they would lose some revenue as students left for charter schools. Nevertheless, the proposed legislation prevailed and charter schools were launched. Today, we have 69 charter schools in Minnesota either open or approved. Our law has continued to evolve from its original language which capped the growth of charter schools at 8 schools and was probably more restrictive in its inception than laws of other states that have followed. The St. Paul School District sponsors 12 charter schools.

STABLE FUNDING
The 2003 Legislature adopted a budget solution based on the Governor’s budget recommendations to eliminate a projected $4.5 billion projected budget shortfall without raising taxes. The 2003 budget solution cut $185 million out of Minnesota public school education funding for Fiscal Years 2004 and 2005. No increase was adopted in the general education revenue formula for 2004 or 2005. Minneapolis Public Schools lost $14 million in revenue for the 2004-05 school year, after adjusting for enrollment declines, because of the 2003 cut in school funding. Minneapolis Public Schools revenue loss was among the largest in the state. The 2005 Legislature has an opportunity to correct the failure in the past budget cycle to fund public education.

    Model Pesticide Notices
    The Minnesota Legislature passed a new law called the Parents Right To Know Act of 2000 ( M.S. 121A.30 ). This law requires public and non-public K-12 schools, that plan to apply pesticides specified in the law, to provide notices to parents and employees. This law also requires the Minnesota Department of Health (MDH) to develop and make available model notices for schools to use, if they choose to do so. Schools are required to provide notification only if they apply the pesticides specified in the law. These pesticides are (1) toxicity categories I, II, and III pesticides, which are classified by the US Environmental Protection Agency (EPA), and (2) restricted use pesticides, defined by federal law.     Overall the Governor is proposing a total education finance budget of $12.38 billion for FY06 and FY07. This includes an appropriation increase to the general education program of $238 million, a levy impact of $130 million in FY06 and FY07 and $330 million in FY08-09. These figures do not include increases or reductions in aid and levy for other non-general education programs (i.e. special education, adult basic education). More specific details will be available once House and Senate fiscal staff complete their analysis of the Governor's budget. General Education
    Formula increase: The Governor is proposing a 2% increase in FY06 and FY07. The formula is increased by $92 in FY06 and by $102 in FY07. Declining enrollment: The Governor is proposing to eliminate the marginal cost formula, which helps school districts adjust for declining enrollment and replace it with a new formula described below. Pupil weightings : The Governor is proposing to eliminate the pupil weightings, except for the .5 weighting for kindergarten and provide a new formula, which is described below. New declining enrollment and secondary pupil formula: Beginning in FY07 the Governor is proposing a new formula for declining enrollment and secondary education funding. Declining enrollment funding will equal $1297 times the decline in pupils from the previous year and the current year. Secondary education funding will equal $936 times the number of pupils in grades 7-12. According to the budget documents, districts will receive approximately the same level of additional funding.

    Provided by the Alliance for Student Achievement. It's easy to get "shut down" in a conversation when you don't know the facts. Keep these talking points handy so you know how to respond when someone tries to stifle your concerns.
    • Claim: Minnesota is the third highest taxed state in the nation.
      Response: Minnesota ranks 24th in total state and local government revenue as a percentage of personal income.
      Background: Minnesota state taxes per capita are the second highest in the nation, but Minnesota local taxes per capita are 32nd highest. State taxes in Minnesota are high because taxes collected at the state level are used to hold down local property taxes. It is misleading to cite the state tax ranking without also citing the local tax ranking. Nationally, state taxes comprise only about one-third of total state and local government revenue.
      State rankings based on government revenue per capita do not take into account higher labor costs in high wage states. (For example, it is not possible to hire and retain qualified teachers in a high-income state like Minnesota for the same amount as in a low-income state like Mississippi.) Ranking states based upon revenues or expenditures as a percentage of personal income is a practical way to adjust for the higher labor costs in high-income states and thus enables a more useful comparison than simple per capita rankings.

    Revised Spring 2003 These guidelines have been developed to help insure that all graduates of Mankato schools will have a variety of experiences using information and technology. These experiences will allow students to demonstrate mastery of a comprehensive group of specific skills.
    Teaching information skills is the joint responsibility of the building library media specialist and the classroom teacher. Information and technology skills are most meaningful when taught within a subject area, within an inter-disciplinary unit, or as part of an activity that addresses an authentic, real-life need or problem.     STUDENT/STAFF RECOGNITION
    Michelle Proehl, a senior at Mankato East High School, has been named a National Merit Scholarship Semifinalist. Michelle was one of 16,000 semifinalists in the 45th Annual National Merit Scholarship Program. These semifinalists will compete for 7,600 merit scholarship awards worth over $28 million that will be offered next spring. Nearly 1.2 million students in over 20,000 U.S. high schools entered the year 2000 Merit Program by taking the 1998 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT). Congratulations to Michelle for her fine efforts.
