2000 Annual Report
Administrative Services Administering Change For the past twenty years, the focus of Library administration has been on two key areas. The first focus has been to build a staff of professional and non-professional librarians with a passion for public service and to provide leadership to them in the selection and development of Library programs and activities. Encouraging continuing education opportunities and the development of professional skills, along with constant administrative support, can inspire staff to seek new and creative ways to accomplish the Library's mission - often with little or no financial resources. The staff have used their collective skills to extend the Library's unique services to as many potential users as possible. While technology has added a whole new dimension to accomplishing the Library's mission and affected the mechanics of programs and activities, the credit for the Library's reputation as an exemplary public agency is due to the professionalism, commitment and dedication of its staff Administration also oversees special programs sponsored by the library. A few of these occurring in 2000 follow.

150 Years of Library Services Volume CL Special Issue April 2000 Abstract When organizations reach milestone years, it is appropriate to take time to reflect on the history of the organization. In 1999 the Minnesota State Law Library celebrated 150 years of library service. In preparing for this celebration, Minnesota State Law Library staff researched the early years of the Library. Staff located the first handwritten Library Annual Report, submitted by Charles Cavalier in the form of a letter to Governor Ramsey of the Minnesota Territory. The similarities and differences in librarianship then and now are striking. This year's 1999 Annual Report is presented in a law review format. The body of the report is a transcription of the original 1850 letter, and the extensive footnotes give the reader an update to the Library in 1999. This shows the evolution of the State's oldest agency, from a one-person operation to today's full-service public law library. 1999 ANNUAL REPORT:

"Squeamish Librarians" by Eugene Volokh, from reason.com, June 4, 2001 Workplace harassment law, the nation’s number-one form of speech code, has taken yet another step toward controlling what we may read and say. Libraries, the federal Equal Employment Opportunity Commission has just ruled, may be breaking the law if they dare to give adult patrons complete and unfiltered Internet access. One can argue about whether libraries have a constitutional duty to provide totally unfiltered access, even to adults. Some people say that a library should have the power to control what happens on its property, and to stop patrons from accessing sexually themed materials on library computers. Others say that even when government computers and buildings are involved, libraries may not censor Internet access. But until now, most people had assumed that a library had a right to provide such access, if that’s how it understood its professional obligation. Not so, says the EEOC: Because some material accessed by patrons may be offensive to the librarians who end up seeing it, the law can punish libraries for allowing such unlimited access. The case arose in Minneapolis, which used to provide unfiltered access to adults in its libraries. Many libraries do this, and this is, in fact, the approach suggested by the American Library Association.
