Metadata Summary
Originator Minnesota Land Management Information Center (LMIC) Abstract This medium-scale (generally 1:100,000) data set represents municipal boundaries in Minnesota, including changes filed with and approved by the Minnesota Department of Administration's Municipal Boundary Adjustments group through May 31, 2003. The over 3,000 municipalities (minor civil divisions or MCDs) in Minnesota include cities, townships and unorganized territories. Municipal Boundary Adjustments staff work with property owners, local governments, and state agencies to review and facilitate 375 to 400 municipal boundary adjustments annually. The majority of petitions for adjustment are from property owners and the remainder are from cities and townships.
The U.S. Bureau of the Census 2000 Municipal Boundary File (TIGER) for Minnesota served as the foundation for this work. The data was first adjusted by the Minnesota Legislative Coordinating Commission (LCC) GIS Office (see Lineage Section of this metadata record for more information on the original file) and subsequently by LMIC in 2002, at the request of the Office of the Secretary of State. Most recently, boundary changes filed with and approved by the Minnesota Boundary Adjustments group since February 2002 were incorporated in this file.

Minnesota MetroGIS DataFinder ( www.metrogis.org ) was the winner of the inaugural Geography Network Challenge. The contest, sponsored by ESRI and the National Geographic Society, was started to increase the awareness of Internet mapping services and recognize innovative Internet mapping applications. Entrants to this year's contest came from federal, local, private, and academic organizations throughout the world. Minnesota MetroGIS DataFinder was the first place winner of the
inaugural Geography Network Challenge. The overall winning entry from Minnesota MetroGIS DataFinder was a collaborative effort by more than 250 local governments and associations. This ArcIMS application enables shared use of geospatial data in the seven-county Twin Cities Metropolitan Area of Minnesota through map services available from the Geography Network. Other winners include the Chicago Police Department; Iowa State University; City of Sydney, Australia; and the United States Geological Survey. The Geography Network Challenge was open to all organizations hosting live map services or spatial solutions on the Geography Network. Sites were judged on creativity, performance, documentation, user-friendliness, and visual clarity. The top winners receive ESRI credits redeemable for ESRI conference registrations and workshops, ESRI Virtual Campus courses, or training at any ESRI regional office or international distributor facility. Finalists receive subscriptions to the National Geographic Magazine.

sp What the Neighbors Want: The Neighborhood Revitalization Program's First Decade

This article examines the first decade of Minneapolis' Neighborhood Revitalization Program. It seeks to frame the endogenously derived wishes of the city's residents within the power and resources given them by this unique citywide program. We review the completed neighborhood plans and funding allocations, revealing the patterns therein for insight about what is most important to current city residents. Some requests were reasonably predictable: improved housing, more policing, and improved commercial streets. Others were less expected: traffic calming, wetland promotion, and varied neighborhood identity efforts. In their great social and economic diversity, the 66 neighborhood plans hold great insight into the residents' ideas about contemporary city living. In addition, these plans, and residents' expectations, illuminate some contemporary tensions between what is wanted at the local level and what is needed at a larger city level.
Martin is a professor of geography, director of the Urban Studies Program, and an adjunct professor of planning at the University of Minnesota. A member of the Minneapolis City Planning Commission for more than 10 years, she has served as president for nearly 4. Pentel is a PhD candidate in geography and an urban studies instructor at the University of Minnesota. She is the planning official development officer for the Minnesota APA Chapter and chair of the Golden Valley, Minnesota, planning commission.

Metadata Summary
Originator Metropolitan Council and The Lawrence Group (TLG) Abstract The Lawrence Group, under contract with Metropolitan Council, created a 1990 Census Bureau block polygon dataset for the Twin Cities Metropolitan Area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington Counties). This dataset is coincident with and developed using the TLG Street Centerline and Landmarks databases where 1990 block boundaries fall on those features. For those block boundaries that are defined by features not included in TLG databases, TLG used other digital resources to generate these boundaries, such as orthophotography or additional features from city and county GIS databases. TLG used it's best judgement to digitize block boundaries when the block boundaries followed nonvisible features or street extensions.

The B.A. provides students with a broad background in the discipline with emphasis on one of four tracks: city systems; regional analysis and development; environmental systems; and geographic information science. The B.S. offers a solid foundation in the science of geography in either the environmental systems or geographic information, analysis, and representation track. In the regional analysis and development track, students learn to think critically about different ways of life and livelihood strategies, as well as different conceptions and practices of development in different geographic contexts. They also learn about the connectedness of societal and environmental processes from the local scale to the global. The environmental systems track examines the natural environments and resources that sustain human life and activity. Students explore the local and global patterns of climate, soils, vegetation, and surface land form; changes over time, both naturally occurring and caused by humans, in the natural environment; and ways of analyzing and predicting both human-caused and naturally occurring environmental change.
