Consequences: The Impact of Minnesota's Government Budget Cuts
In the 2003 Legislative Session, Minnesota faced a serious budget deficit.  The $4.5 billion solution that policymakers passed for the 2004-05 biennium relied heavily on service cuts ($2.1 billion) and shifts and transfers ($1.7 million), most notably from the Tobacco Endowment. Although the agreement was made to address the deficit without raising state taxes, the state did raise $738 million in general fund revenues through a patchwork of fee increases, higher copayments, and redirecting dedicated funding sources and fund balances.  The $738 million does not include the increased cost of tuition at the University of Minnesota or in the Minnesota State Colleges and Universities (MnSCU) system, nor increases in property taxes that may arise from the increased pressure on local governments caused by significant aid cuts.

Case Summary
The Volunteer Services/Family Partnerships (VS/FP) program in Minneapolis Public Schools falls under the umbrella of curriculum and instruction. The VS/FP is seen as a support system for strengthening student achievement by providing human resources and materials for training parents/families and the community to be advocates for students. A unique feature of the Minneapolis Public Schools is its administrative and organizational structure. Recently, the Minneapolis school board entered into a contract with a local for-profit consulting firm to oversee the 44,000-student district. The contract holds the superintendent (the consulting firm's CEO) and other school officials financially accountable for a set of objectives. One of the highlights of this performance-based contract was to devise a strategy to increase family involvement in schools. "...this system forces administrators to examine the necessity, effectiveness, and efficiency of what they are doing."

Meeting Request We in Minnesota, are fortunate to have an established network of family support centers throughout the state that deal with military family/deployment issues. The family support centers are able to refer constituents to available resources such as health services, emergency financial assistance, chaplain services, and the American Red Cross, and a host of other agencies with direct and indirect interests in assisting and supporting military families. Trishalla Bell, a member of the Welfare Rights Committee, which has opposed Gov. Pawlenty's welfare proposals and his budget cuts to some welfare programs, Bell says the diversionary work program punishes poor people. (MPR Photo/Laura McCallum) A new Minnesota program that starts on Thursday is designed to help people find work before going on traditional welfare. The diversionary work program will require welfare applicants to look for work for four months. They won't get a welfare check, but they will get help with rent, food and utility bills. The Pawlenty administration calls the program the next phase in welfare reform, but some advocates for welfare recipients say it will hurt low-income Minnesotans.
"There's a large percentage of our population that come into our welfare programs that typically are ready to go back in the workforce; it's just a matter of finding the job. And this is geared toward them, and moving them out into the workforce as quickly as possible without it counting against their time limit," according to Goodno.

Children's Programs Early Literacy and Families Program (ELF) Print View Early Literacy and Families Program The Early Literacy and Families (ELF) Program works with low income refugee and immigrant families and children in St. Paul to increase emerging literacy skills of three- to five-year old children by helping parents become more involved and engaged in their children's learning. Bilingual Home Literacy Coaches help parents connect literacy to everyday home activities and environments to better support their children's learning. The Early Literacy and Families Program (ELF) has two goals:
  • To increase literacy skills of three- to five-year old children and prepare them to be successful learners and readers when they enter school.
  • To increase the family's role in the development and delivery of high-quality early literacy experiences for their children.
Literacy Home Visiting Training is available to organizations who have existing home visiting programs and are looking to add a literacy focus, or start up programs that provide literacy home visits to families with three- to five-year old children.
