    Doing the Job?

    The heart of welfare reform in Minnesota is something known as MFIP, the Minnesota Family Investment Program. The state of Minnesota calls MFIP tough, but fair, welfare reform. Critics say it's a short-term solution that forces people into dead-end jobs and leaves them in poverty. MFIP HAS ONE GOAL: GET WELFARE RECIPIENTS WORKING . Everyone agrees that by that measure, MFIP is a success. Twenty-five percent of Minnesotans on welfare at the beginning of this year are now working. The focus on work is driven by Congressional reform which says federal funding will be cut unless states prove they are moving people from welfare to work. To accomplish that, Minnesota lawmakers designed a carrot-and-stick approach. People who go to work will continue to get assistance. But those who refuse to take a job will quickly find their assistance reduced or cut off. The dozen or so people in the waiting room at Clay County Social Services ignore the television in the corner as it repeatedly plays educational videos about MFIP

    WeNews correspondent Critics say "family cap" policiesdesigned to discourage single parents receiving federal aid from having more childrenharm children. They criticize Minnesota's decision to adopt such a policy when other states have already repealed it. (WOMENSENEWS)When Tim Pawlenty was elected governor of Minnesota in 2002 he inherited a $4.5 billion deficit. In order to reduce the gap, he introduced a budget that included significant reductions to Minnesota's welfare program. Among the decisions he made was to stop making the birth of another child a criterion for increasing the payments to parents receiving cash aid under the Temporary Assistance for Needy Families. Such "family cap" policies are not unusual; nearly half the states have them. But what surprised critics was Minnesota's implementation of such a measure in 2003, at a time when doubts about the policy were growing and a few states were repealing it. With little proof that the policyimplemented to reduce birth rates among the poor female heads of household who represent 90 percent of those receiving welfarewas having its intended effect, critics had begun to protest its deleterious effects.
