The Federal Reserve Bank of Minneapolis is one of the twelve regional Federal Reserve Banks across the U.S. that, together with the Board of Governors in Washington, D.C., serve as the nation's central bank. The Minneapolis Fed serves depository institutions and the public in the Ninth Federal Reserve District, which includes Minnesota, North Dakota, South Dakota, Montana, and parts of Wisconsin and Michigan. As the central bank for the Ninth District region, the Minneapolis Fed supervises and regulates the activities of all District bank and financial holding companies, their nonbank subsidiaries, and state-chartered banks that are members of the Federal Reserve System. More specifically, trained examiners and analysts work with other federal and state authorities to promote safety and soundness in the operation of the financial industry by monitoring the financial conditions of these institutions, reviewing for compliance with federal laws and Federal Reserve regulations, and seeking corrective action when unsatisfactory conditions are found. Other central bank responsibilities of the Minneapolis Fed include promoting the fair and equitable treatment of consumers in their banking relationships and financial transactions, providing liquidity to eligible Ninth District depository institutions through the Discount Window, administering the Federal Reserve System's Payment System Risk policy, and supporting community reinvestment and economic development activities throughout the District.

Dear Ms. Gomez:
This is in response to the State of Minnesota’s March 8, 2004 request for a waiver of the definition of eligible foods at 7 CFR 271.2 of the Food Stamp Program regulations. The waiver would have prohibited the purchase of candy and soft drinks that are taxed under State law with food stamp benefits.
We are denying the State’s waiver request for the reasons specified in the attached Waiver Response Outline.
We applaud the State for recognizing the importance of healthy eating by food stamp recipients. However, we believe that supporting healthier food choices through nutrition education and promotion is preferable to the proposed mandate. We are committed to working with the State to develop new approaches to improving nutrition levels of food stamp recipients.

Graduate Policies Course Registration Current graduate students may register the first day of pre-registration for any term. Telephone and web registration is available. For evening, off-campus, and any special session courses students may register at the first class meeting. Class schedules and descriptions of the registration procedures for any semester may be secured from the Registrar's Office one week prior to pre-registration for that semester. Opportunities for advance registration for returning graduate students may be made available according to schedules and procedures specified by the Registrar. Registration must be completed and all tuition and fees must be paid to the Business Office before published deadlines in order to avoid assessment of late registration fees. Return to Top of Page Course Load The normal course load is 12 credits. Eight (8) credits of enrollment are required for full-time status for students receiving financial aid, including the graduate assistant or work-study awards. The normal load in each summer session is 6 credits. Permission of the appropriate College Dean is required for registration in excess of 15 credits in any academic term. Graduate Courses Courses at the 600 and 700 level are offered for graduate credit only. Courses offered at the 600 level are open to graduate students or to undergraduate seniors who meet specific requirements. Courses at the 500 level may be counted toward a graduate degree; these courses are also offered as 400 level courses for undergraduates. Graduate students are expected to perform on a qualitatively higher level than the undergraduates in 500 level courses; normally, additional requirements are made in these courses for graduate students. At least one half of the credits meeting the degree requirement must be in 600 or 700 level courses (exclusive of thesis or starred paper).
