A Summary of the Research
"Education contributes to an individual's journey toward self reliance and independence. Schools and instruction must be designed and organized to meet the varying needs of individual learners....Alaska is striving to improve educational outcomes for all students."
(Dr. Shirley Hollaway, Commissioner of Education for Alaska, in a speech given to the Special Education Directors' Conference, Anchorage, AK, September 1996) "The entire context of American education is changing. We need teachers skilled in using computers as a powerful teaching tool, and many more teachers well-versed in teaching English as a second language. Our teachers need to teach to a higher level of achievement, and be prepared to teach all of America's children-the gifted and talented, our many new immigrants, the college-bound achiever, and the disabled child who is learning so much more because he or she is now included."

The program is characterized by corporate commitments and public agency collaborations to reduce violent crime. The catalyst for HEALS was Honeywell, Inc., which has a long history of active involvement in philanthropic activities. Honeywell reacted to a New York Times article that dubbed Minneapolis quot;Murderapolis," reflecting a sharp rise in homicides a jump from approximately 60 per year in 1994 to 97 in 1995 and 86 in 1996. With its world headquarters in one of the most crime-ridden neighborhoods in Minneapolis, Honeywell was concerned for the safety of its employees and property and for the quality of life in the surrounding neighborhood. Honeywell decided that in order to remain in the inner city, it had to do something about violent crime.

CAMPAIGN RACE Minnesota Attorney General View another race U.S. Senate Congressional races MN Governor MN Attorney General MN Auditor General At-A-Glance The race for attorney general depends largely on the political aspirations of current A.G. Mike Hatch. It is unclear whether Hatch will run for another office, or seek re-election as attorney general. Since DFLer Skip Humphrey held the position, the office has become more focused on consumer issues. The Candidates Mike Hatch (DFL)
Hatch, who was often mentioned as a possible candidate for governor, has decided to try to keep his attorney general position. Hatch has picked up the consumer protection mantle of his predecessor, Skip Humphrey. His term was marked by investigations into the Allina Health Systems and Minnesota Public Radio. He has differed from Humphrey, however, in his assertion that money won in the settlement of the state's tobacco lawsuit is being misapportioned by the group - MPAAT - that oversees it.

Early Childhood Development: Economic Development with a High Public Return Art Rolnick
Senior Vice President and Director of Research
and Rob Grunewald
Regional Economic Analyst
Early childhood development programs are rarely portrayed as economic development initiatives, and we think that is a mistake. Such programs, if they appear at all, are at the bottom of the economic development lists for state and local governments. They should be at the top. Most of the numerous projects and initiatives that state and local governments fund in the name of creating new private businesses and new jobs result in few public benefits. In contrast, studies find that well-focused investments in early childhood development yield high public as well as private returns.
Why the case for publicly subsidizing private businesses is flawed and misguided
Those who raise these concerns conclude that Minnesota and local governments need to take a more active role in promoting our economy. Often that implies that the state or local governments subsidize private activities that the market is not funding. Proponents of this view argue that without such subsidies, either well-deserving businesses will not get funded or other states will lure our businesses to greener pastures.
