Building Bridges - Teaching about the Hmong in our Communities Program
To respond to the need for community education about the Hmong refugee experience, Hmong refugees from Wat Thamkrabok and Hmong contributions to Minnesota and the United States, the Hmong Cultural Center's Hmong Resource Center has started a new program that provides comprehensive and interactive multicultural education presentations about the Hmong to groups in the Twin Cities community and Greater Minnesota.
The Building Bridges Program curriculum is flexible and is adapted to meet the needs, questions and interests of groups. Presentations may range from 1-2 hours with considerable opportunity for participants to ask questions The following is a list of topics included in the program curriculum:
• Hmong Population Around the World
• Hmong History and the Hmong Role in the CIA’s Secret War in Laos,
• The Hmong Refugee Movement to the U.S. 1975-Early 1990s

The Minnesota Association of Townships is a voluntary membership organization representing 1,784 of Minnesota's 1,789 organized townships and nearly 9,000 elected township officers. Over 901,000 people reside in Minnesota townships and many others recreate and own property in townships. Florence Township Town Hall It was constructed in 1875 and is listed on the National Register of Historic Places. It is not uncommon for townships to organize or dissolve over time causing the number of townships to change. Townships can organize from unorganized land (mostly in the Northern part of the state) while merging, annexation and incorporation into a city cause townships to dissolve. 1,802 is the most townships the state has ever had. The newest township is Crane Lake Township in St. Louis County - organized 6/18/02. The last township to dissolve was Rail Prairie in Morrison County on 1/1/03. As the association for townships, we provide education, training and technical services to township officers and represent townships before the state legislature and state agencies.

Rallying for the State Library Agency in Minnesota
by Bill Asp Many in the Minnesota library community were shocked to learn on June 4 that six of nine staff working in library development, including Office of Library Development and Services (LDS) Director Joyce Swonger, had received lay-off notices effective June 28. Minnesota has had a state library agency since 1899, and while it was smaller than state library agencies in many other states it had consistently provided essential services to strengthen library services in Minnesota. The June cuts followed cuts in March, when the state library agency lost 4.5 FTE positions. At that time, library supporters argued that the March layoffs, resulting from Governor Ventura's cuts in state agency budgets, were disproportionate to cuts in other parts of the Department of Children, Families and Learning (CFL), the parent agency. With the devastating cuts in June, the Minnesota library community immediately began to rally in support of the state library agency. Again, it appeared that cuts to the state library agency were disproportionate. With the lay-off of the agency director, how could we still have a state library agency? Since the three remaining staff had been told that they would report to the Education Finance Manager, how could it be said that Minnesota had a state library agency? How could the three remaining staff carry out all of the statutory requirements in Minnesota law, including provision of consultant assistance and administration of grant programs? Would Minnesota remain eligible for Federal LSTA funds?

New Book in Progress: Fixing the Fragmented University: Decentralization with Direction.
The Kellogg Commission on the Future of State Universities and Land-Grant Colleges, in Returning to our Roots: Toward a Coherent Campus (2000), focused on the fragmented university as the fundamental problem of the public universities. The uni-versity has become an institutionally fragmented aggregation of departments. The primary loyalties of scholars are increasingly directed away from their immediate colleagues, students, and institutions toward national and international societies and associations of their disciplinary peers (p.10). The planned book will address the problems of the fragmented public university and the conflict between provider prestige and the public good.

Operating and personnel costs are also lower in the consolidated school option, with savings approaching $3,500 per student over 40 years in Maine.
