November 2000 The 1997 amendments to the Individuals with Disabilities Education Act (IDEA) emphasized that students with disabilities are to be prepared for employment and independent living and that specific attention is to be paid to the secondary education they receive. The law also requires coordinated and documented planning. Early and meaningful transition planning, which actively involves students and their families, has a positive influence on students' post-school success and independence. This digest describes the process of designing quality IEP transition plans. Taking An Early, Long-Range Approach Generally, an IEP addresses services to be provided to the student during one school year. But when it comes to transition requirements, the IEP team must think and plan several years ahead. The highest incidence of dropping out and of disciplinary actions such as suspension or expulsion occurs during the first two years of high school. To combat this pattern, IDEA requires that the IEP team carefully consider post-school goals when the student is about to enter high school at age 14. Beginning at age 16 (or younger, if appropriate) a statement of transition services needed by the student must be included in the IEP.

I. Introduction The financial autonomy of charter schools depends on each state's charter school legislation. In states that regard charter schools as schools within a district (also known as local educational agencies [LEAs]), the charter schools' fiscal responsibilities are similar to those of the other schools in the district. In states that treat charter schools as independent school districts/LEAs, charter schools have the same fiscal responsibility and autonomy as other independent districts/LEAs. Although all charter schools, regardless of status, must develop sound financial management practices, it is especially important that charter schools established as independent LEAs be able to address a full range of fiscal management issues. Since proper accounting for the use of local, state, and federal funds is a critical element in operating and maintaining continued support for a charter school, the budget plans that charter schools develop must ensure that public funds are used properly, reflect the charter school's purpose and philosophy, and stand up to a financial audit.

Minnesota DeafBlind Technical Assistance Project The MN DeafBlind Technical Assistance Project
is federally funded under the Individuals with Disabilities Act (IDEA). The Project provides technical assistance which supports Minnesota children and youth, birth to 21 years, who have BOTH a vision and hearing impairment . These services are in addition to those provided by schools, and other state and local agencies. Help may include
  • personalized on-site consultation,
  • inservice training,
  • workshops,
  • program development,
  • and family support services.
Services may be requested by families of children and youth who are DeafBlind, school personnel and agencies providing services to children and youth who are DeafBlind. Overview
Minnesota Net (MNet), Minnesota's state government network, was created in 1989 to provide voice, data, video, and other telecommunications transmission services to schools, libraries, public corporations, and federal, state, and local government agencies. MNet is prohibited from reselling or subleasing any services or facilities to nonpublic entities except private schools and colleges, and is required to sell its services to government and other defined users at cost. The backbone network uses the Minnesota Equal Access Network (MEANs), which was developed and is owned by a consortium of 60 telephone companies. MEANs provides its subscribers with fiber optic data transmission and access to all long-distance providers. The Minnesota Regional Network, founded in 1987 by the National Science Foundation, provides MEANs with its connection to the Internet.

Public access
Access Minnesota Access Minnesota leases services from MNet, the state government network. State agencies, telecommunications corporations, nonprofit groups, and educational institutions all participated in Access Minnesota's development. Although the original plan called for all 60 sites to be connected by fall 1995, growth has been slower than expected because of hardware difficulties and incompatibilities with the existing telephone infrastructure, especially in remote and rural areas. The grant will run out at the end of April 1996, after which time the developers plan for communities to pay for the project.

Tools for Aligning Instruction, Standards, and Assessments The Surveys of Enacted Curriculum (SEC) offer a practical method for collecting, reporting, and using consistent data on instructional practices and subject content taught in classrooms. Surveys are now available for English language arts and reading, mathematics, and science (K-12). The survey instruments and reporting tools provide an objective approach for schools, districts, and states to analyze instruction in relation to content standards.       Introduction
      Collaboration between state agencies is a significant emphasis of recent legislation including the Workforce Investment Act, the Rehabilitation Act, and the Individuals with Disabilities Education Act. State agencies are expected to improve coordination of services, maximize resources, and increase the effectiveness of employment and transition efforts. In common usage the term collaboration is used casually to mean any time people work together to achieve a goal (Winer and Ray, 1994). A more outcome-oriented analysis, as reflected in the definition provided by Mattesich and Monsey, makes it clear that effective collaboration requires substantial alignment of goals, priorities, and resources. An interagency agreement is one tool that can assist collaboration between two state agencies. Interagency agreements, also known as memorandums of understanding (or MOUs), are required under the Workforce Investment Act and the Rehabilitation Act. Interagency agreements can be highly formalized written documents signed by senior administrators of participating agencies. Agreements can also be developed at an operational or local level and be much less formal in nature. Good interagency agreements promote actions that directly or indirectly improve personal outcomes for those receiving services and promote systems change.

    Budget cuts hurt education agency

    June 11, 2002 Minnesota legislators largely spared K-12 public education from the pain of budget balancing this year, but their deep cuts to one state agency budget could soon have an impact on schools. Officials with the Department of Children, Families and Learning recently announced more layoffs and service reductions, as they cope with an $8.5 million budget cut. State lawmakers passed a $2 billion budget balancing bill this year that cut the budget for the Department of Children, Families and Learning by 17 percent. Commissioner Christine Jax says she was forced to eliminate 60 agency positions to make up for the lost funding. She says her agency is now one of the smallest state education departments in the nation. "The service that we're going to be able to provide to Minnesotans is going to be less than desirable, less than what we desire and less than what they desire," Jax said. "We're going to do our best, but there are things that we're just not going to be able to do."
