Description
Representatives from NCREL and various educational service agencies (ESAs) from states throughout the North Central region (Iowa, Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin) have been engaged in an ongoing, collaborative alliance since June 1992. Over the years, NCREL and the ESAs have attempted to create and put into operation both a "knowledge utilization system" and a "network" of governance and service delivery providers in the North Central region. Composed of three directors from each of the North Central region's statewide educational service units, the ESA Alliance serves as a market research group, a product and service dissemination network, and a partner in joint development initiatives with NCREL.

Charter Schools: An Approach for Rural Education? ERIC Digest.
Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

The Science Museum's Science Park Minnehaha Creek Watershed Project In 2004-05, the Minnesota Ground Water Association worked on a service learning project with students from Benilde-St. Margaret's High School. The purpose of the project was to examine the water resources of the Minnehaha Creek Watershed. Students gathered information about water quality, soils, geology, ground water, ecology, hydrology, history, land use, and management for individual lakes and Minnehaha Creek. They then placed this information on their school website . CONFERENCE OVERVIEW
Runoff pollution begins—and ends—with each of us. Also known as nonpoint source pollution (as an unregulated source), stormwater runoff (as a regulated source), or simply "people pollution," solutions rely on people changing behaviors. Quite simply, our messages must be brought before the public, and understood and endorsed by them, before they are motivated to change.
REGISTRATION The conference registration fee of $295 includes two breakfasts, three luncheons, refreshment breaks, written materials, and conference proceedings. There is a $45 additional fee for the special tour, reception and dinner at the Notebaert Nature Museum on October 19. Additional registration fees apply for each of the four pre-conference workshops on October 17 (see the agenda below for details). There are no discounts available for students or single-day conference registrations, through you may register for a pre-conference workshop without attending the full conference.
