The Sibley County Board of Commissioners convened in the Commissioner’s Room in the Courthouse in the City of Gaylord, Minnesota on Thursday, December 4, 2003 at 9:00 a.m. pursuant to notice given as required by law. Members of the Board present: Commissioners Leo Anderly, Leo Bauer, Harold Pettis, Bill Pinske and Charlie Woehler. Also present was Lisa Pfarr, County Auditor. The meeting was called to order by Chair Leo Bauer and began with the Pledge of Allegiance. Pledge of Allegiance. A motion was made by Commissioner Pinske and seconded by Commissioner Anderly to approve the December 4, 2003 agenda as amended. Motion carried Approved: December 4, 2003 Agenda as amended. Pinske – Anderly; 5-0 A motion was made by Commissioner Anderly and seconded by Commissioner Woehler to approve the minutes of the November 25, 2003 Regular County Board Meeting. Motion carried.

Autism Spectrum Disorders
Autism is a lifelong developmental disability that begins sometime during the first three years of a child’s life. Autism is a neurologically based disorder. It affects the way children communicate, interact with other people and how they perceive and react to the world that surrounds them. Patterns of behavior that are characteristic of autism include impairment of reciprocal social interactions and impaired communication skills and restricted range of interests or repetitive behaviors. Not all children with autism behave the same way. This is what is meant by a “spectrum of autism”. Each child might display different combinations of behaviors, ranging from mild to severe. Other disorders related to autism are Rett’s Disorder, Childhood Disintegrative Disorder, Pervasive Developmental Disorder Not Otherwise Specified (PDD-NOS), and Asperger’s Disorder. Researchers have not found a specific cause for autism.

Stockholders approved the board-restructuring proposal in a vote concluded on November 19 th. The approved bylaw changes include the following: Reduce the size of the board from the current 26 to 15-17 members; Combine existing board districts into three regions east, central and west with a total of 12 elected directors, four from each of the new regions; Provide for a maximum of three outside (no customer affiliation allowed) and two appointed (customer affiliation permitted) director positions; Extend director terms from three to four years, with a transition period to accomplish the staggering of terms to fully implement the new structure by January 2008; Conduct further reviews of the board structure in 2010, and at least every six years thereafter. A Board Restructuring Committee, comprised of six CoBank board directors and six CoBank customer representatives, had been formed in September 2003 to evaluate and examine the current board structure and develop recommendations.

NASP Career Center Online Waives Job Posting Fees to Support Needs of School Mental Health Professionals and Schools Impacted by Katrina
As part of our Hurricane Katrina response efforts, the National Association of School Psychologists (NASP) is waiving fees for 30-day job postings on the NASP Career Center online at www.naspcareercenter.org from September 15 thru October 15, 2005 . NASP is making this service available to schools impacted by the hurricane that may need additional volunteers, temporary, or full-time staff and to schools offering to hire displaced school mental health professionals. There is no charge for jobseekers at any time. NASP is also opening up the Career Center to school counselors and social workers so that impacted schools can post jobs for all school mental health professionals in one place. This would include schools in the Gulf region and those accepting displaced students. The NASP Career Center online allows employers to post jobs at anytime, with no word limit, as well to search our online resume database. They will be able to code jobs as "Katrina Outreach" and specify full-time, temporary, or contract.
