In college prep, some small rural high schools do much better than large suburbs
by Joe Nathan A fascinating new report shows that Caledonia and other strong rural high schools have important lessons to teach the state, including some suburban communities. “Getting Prepared” by the University of Minnesota and the Minnesota State College and University System (MnSCU) shows many rural high schools are doing much better at preparing students for Minnesota’s public colleges and universities. Only 17% of Caledonia’s 2000-2003 graduates who entered a Minnesota public university took a “developmental” or “remedial” course. That’s much less than the statewide average of 36%. 31% of 2000-2003 Caledonia’s graduates entered a Minnesota public college or university shortly after graduating, somewhat below the statewide average of 49%. Here are the facts:
• 36% that took at least one “developmental” or remedial” course in reading, writing or math is up slightly from 1999 graduates. 33% of these students took a developmental course. That’s a LOT of graduates, not fully prepared in the “3 r’s.”
• Students were least ready for college work in math. 28% of graduates took a remedial course in math, 14% in writing and only 9% in reading.

fter several visits to the University, Agricultural and Food Sciences Academy junior Amy Fluegeman said she is continually impressed with the different aspects of agriculture she learns about from University faculty. Derek J. Dickinson, Daily University President Bob Bruininks sits with the first graduates of the Agricultural and Food Sciences Academy on Tuesday in Little Canada, Minn. “When you go to the ‘U,’ you just see so many different things,” she said. “Those college visits are top-drawer.” Fluegeman is one of 156 students who attend the Little Canada, Minn., charter school, the only charter high school to be partnered with the University’s College of Agricultural, Food and Environmental Sciences.

How charter schools are revamping public education in Arizonaand beyond. James K. Glassman Three years ago, Arizona passed a law that allows almost any reasonably serious person to start a school and receive a little more than $4,000 in state funds for every student enrolled. Such "charter schools," as they're called, are public schools that operate with more autonomy than conventional onesa vague definition, perhaps, but the best one available. Twenty-nine states and the District of Columbia have laws permitting them. In the short time they've been around in Arizona, charters have attracted more than 25,000 students, or roughly 3 percent of the state's public school population, and the number is still rising by 10,000 annually. Arizona, with one-fiftieth of the nation's population, has about one-third of its 780 charter schools. Arizona has twice as many charters as California, which has eight times as many children under age 18. Over the past year, I've visited Arizona three times to see how well its charter schools are working. I especially wanted to find out whether charters were providing competition to traditional public schools and whether, in response, those public schools were trying to improve. I am not an expert on educationfar from itbut I write about business and economics, and I've long suspected that one reason public schools fail is that, as government-protected near-monopolies, they lack the feedback mechanisms built into market systems. As a result, they can't get the sort of information that would help them do a better job. Ultimately, they're operated more for the benefit of administrators and teachers than for parents and studentsfor producers rather than consumers. When charter schools started pulling some of those consumers away from traditional public schools, my hypothesis went, the latter would have no choice but to get better in order to lure the kids back.

      A charter school is a public school established under Minnesota State Statutes 124D.10 as either a cooperative or a non-profit corporation. Charter schools and their sponsors are subject to the requirements in Minnesota State Statutes 124D.10. Part 2. Sponsorship Responsibilities.
      To support, improve, and enhance elementary and secondary education in Minnesota, a MnSCU college or university may serve as a charter school sponsor consistent with its mission, Minnesota State Colleges and Unirversities policy and procedure, and Minnesota Statutes section 124D.10. Sponsoring institutions shall comply with all statutory sponsorship requirements and shall adhere to sponsorship standards established by the Minnesota Department of Children, Families, and Learning (MDCFL).
