Charter Schools Helping you to make an informed choice This is the first edition of Profiles of Minnesota Charter Schools . We consider it a work in progress. Much of the information presented here was taken from annual reports that charter schools submit to the state Department of Education. This information was supplemented with information from each school and state testing data. Each school was asked to fill in missing information and provide readers with a description of the successes it has had with students. All information (with the exception of state testing data) was either directly provided by and/or verified by each school and each school is responsible for the content. We asked schools to provide the most current data available. Most of the data is from the 2001-2002 school year.

Local Charter Schools-Within-Schools
It is worth noting that another version called Charter Schools is not directly related to the legislatively authorized Charter Schools described in this brief. These are local charter schools-within-schools. At local levels throughout the country, education reformers have launched schools-within-schools that predate the legislatively authorized independent Charter Schools. For example, since 1989, charter schools-within-schools fever has swept through the old high schools of Philadelphia. In just four years, 95 charter schools-within-schools have been opened in the city's 22 comprehensive high schools. "We were here first," notes Michelle Fine, a professor at City University of New York's Graduate Center. She served as the designing consultant for the Philadelphia Collaborative, which assists in charter formation. "We were using the language of Charter Schools before state legislation was passed in Minnesota or California." "Many of Philadelphia's schools-within-schools are not options. A new report called Profiles of Minnesota Charter Schools, and an accompanying, regularly updated Web site, offer answers to these questions. (See www.centerforschoolchange.org, then click charter profiles, on the home page.) The Center for School Change, which I direct, helped produce this report, with the Minnesota Association of Charter Schools, and the EdVisions educator cooperative. A federal grant of about $14,000 helped do the initial work.
Families are also attracted by a distinctive program. The Agricultural and Food Sciences Academy in Little Canada helps young people explore a vast array of careers in the science, business and technology of agriculture. Its students have won many awards, including first place at the
75th National FFA Convention. PACT in Anoka has a very high level of parental involvement, with 12-15,000 hours of donated time in recent years. The school has equal voting rights for parents on committees, and teaches Spanish to all students. Teaching English and Spanish for Elementary students is also part of the plan for a new charter, opening in fall 2004 in Forest Lake. Extensive research shows that the earlier students learn a second language, the more fluent they will be. Learning English is vital. But as the country becomes more diverse, knowing a second language is extremely valuable personally and professionally.

John Vessey Leadership Academy are separate operations, but both promise their students strict discipline and rigorous learning environments.
